HomeMy WebLinkAbout1980 02-12 HCMMINUTES OF`THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 12, 1980 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Plummer at 7:41 p.m. ROLL CALL Chairman Plummer, Commissioners Ainas, Williams, Hastings, Turner and Haroldson. Also present were Councilmember Bill Fignar and Administrative Assistant Brad Hoffman. Commissioner Cilke would be arriving later in the meeting. Excused from the meeting were Commissioners Duenow and Cohen COMMISSIONER'S COMMENTS Chairman Plummer requested that the Commissioners assist her by filling out an energy conservation and consumption survey. HOUSING SEMINAR Chairman Plummer introduced the next agenda item by reviewing the tentative schedule for the April housing seminars. She stated that at the April 9 seminar the first workshop would cover building codes, permits and inspections along with a presentation on assessing an individuals housing needs. The second workshop would cover tax incentives, City programs, financing and benefit costs. The third workshop on that evening would cover landscaping and outdoor living spaces. may axt =minar would be held April 16. The first workshop would be exterior structures, patios ana decks, building materials, roofiny, siainy, skylights and heating systems. The second would cover weatherization and insulation and the third would cover energy gadgets and consumer protection. On April 23, the first workshop would cover interior structural aspects such as materials for flooring, ceilings, plaster, paint, stains and stairs. The second workshop would cover woodburning efficiently and safely. The third would cover electrical improvements and interior lighting. On April 30, the topics would be weatherization with air locks, windows and attic insulation which would be a repeat of the April 16 presentation. The second workshop would be solar applications in greenhouses and the third would be plumbing improve ments. Following her 'review of the schedule, Chairman Plummer noted the City Council had approved the budget for the Housing Seminar. Commissioner Haroldson inquired if we had intentionally reduced the number of gift certificates from fifteen to twelve. Administrative Assistant Brad Hoffman noted that had been an omission on his part and his notes did reflect that change. Following a brief discussion, Chairman Plummer reviewed a proposed timetable for organizing the housing seminars. Councilmember Fignar inquired as to why N.S.P. was not involved. Chairman Plummer replied N.S.P. had indicated the first time that they would assist them in setting up housing seminars but then they would be on their own. She also indicated that there were a number of problems with their making contributions to communities in that manner. Com- missioner Turner inquired as to the time the seminars would run. Administra- tive Assistant Brad Hoffman indicated they would run from 7:30 p.m. to 9:30 p.m. 2- 12 -80 -1- Following a discussion of the timetable, Chairman Plummer stated that the Con- servation Commission had approved the timetable and that the next thing to do would be a brochure layout. A brief discussion then ensued relative to the preference of colors for the brochure. It was agreed that they would use black on yellow. It was the consensus of the group that the brochure had to be ready by the March meeting so they would be ready to distribute. Commissioner Haroldson informed the Commission that the Minneapolis Tribune was going, to be expanding its local coverage. He stated that this would be a good place to provide information about the Housing Seminar and also get wide cov- erage. Administrative Assistant Brad Hoffman suggested that we contact Dave Huge of the Star and Tribune. A brief discussion ensued and it was agreed that we would submit information about the housing seminar to the Minneapolis paper. Chairman Plummer indicated additional people were needed to assist Mary Ellen .Vetter and Karen Duenow with public relations for the program. Commissioners Ainas and Cilke were appointed to that committee. Commissioner Hastings indicated that she would contact the Brooklyn Center Library to see if they would do an energy display for the Housing Commission and also have some literature on hand. Commissioner Haroldson questioned whether or not the school would want advanced registration. Administrative AssistantBrad Hoffman indicated that he would check on that matter. Ccimmtss `414 Cilke arrived at 8:30 p.m. Discussion then ensued relative to the facilities at the school. It was indicated that large rooms should be sought including the lunchroom but not the auditorium. Administrative Assistant Brad Hoffman indicated that he would speak with Jim Norwick about the ability to change rooms the night of the seminar. The Commission then discussed placing inserts in the Manager's newsletter. Administ!ative stant Brad" Hoffman suggested that the group use the City's copier for the insert material and for other copying material. It was agreed that we would use the City's copier to save expenses. OTHER BUSINESS Chairman Plummer stated that at the March 11 meeting Becky Yust from the St. Paul Energy Office would be the featured speaker. She was invited to speak about the energy program in the City of St. Paul. She asked that the City Council, Con- servation Commission, as well as the League of Women Voters be invited to hear the presentation. Commissioner Haroldson stated that Twin City Federal would provide an appraiser to speak to the Housing Commission. A brief discussion then ensued and it was agreed that we would contact Twin City Federal to try to obtain a speaker for the April meeting. Councilmember Fignar inquired if the budget for the Housing Seminar had been an estimate or more of an actual accounting. Chairman Plummer indicated that they were close estimates. Commissioner Hastings reported that on January 30 she attended a workshop on building energy performance standards. The essence of the meeting was trying to get federal aid for new house construction for energy efficiency beyond the current standards. 2 -12 -80 -2- ADJOURNMENT Motion by Commissioner Cilke, seconded by Commissioner Haroldson to adjourn the meeting. The motion passed unanimously and the meeting was adjourned at 9:13 p.m. Chairman
