HomeMy WebLinkAbout1980 01-08 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 8, 1980 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Plummer at 7:40 p.m. ROLL CALL Chairman Plummer, Commissioners Hastings, Duenow, Williams, Turner and Haroldson. Also present was Administrative Assistant Brad Hoffman. Councilmember Bill Fignar asked to be excused because of a previous commitment. Commissioner Ainas was excused. COMMISSIONER'S COMMENTS Chairman Plummer informed the Commission that the City Council had appointed former mayor Philip Cohen to the Housing Commission to replace Pat Weitzel. She indicated that Commissioner Cohen had previously indicated that he would be arriving later in the evening. HOUSING SEMINAR Chairman Plummer introduced the next agenda item stating that she had not met with Barb Jensen of the Conservation Commission at that point in time to develop a list of potential speakers. She did state, however, that she would be meeting with Barb Jensen prior to the Conservation Commission meeting. She also stated that Commissioner Haroldson had prepared a budget for the Housing Commission to review. Commissioner Haroldson briefly reviewed the proposed budget. He noted that an ad in the Post paper would run approximately $182.00. A brief discussion then followed relative to the number of brochures and posters that would be needed. There was a discussion as to whether or not the posters could be done at the City Hall. Chairman Plummer suggested that the budget be amended to provide enough gift certificates for fifteen individuals. Commissioner Haroldson indicated he was not sure on the $10.00 figure for gift certificates. He indicated that he felt that the $10.00 figure would probably not be suffi cient. Following a brief discussion, it was decided that the amount would be left at $10.00 and the number would be increased to fifteen. Chairman Plummer indicated if there were no other changes to be proposed that the budget be submitted to the Conservation Commission for their review and then passed on to the City Council for their approval. A brief discussion then ensued relative to adding a contingency fund to cover unforeseen expenses. Administrative Assistant Brad Hoffman recommended that they add $50 .00. It was the consensus of the Housing Commission that this action be taken. Chairman Plummer then recommended the forming of a public relations group. Following a brief discussion it was agreed that Commissioner Duenow would work with Mary Ellen Vetter of the Conservation Commission to set up a public relations schedule by the next meeting. RECESS The Brooklyn Center Housing Commission recessed at 8:00 p.m. and reconvened at 8:30 p.m. Commissioner Cohen arrived at 8:30 p.m. 1 -8 -80 -1- Following the recess there was a brief discussion on getting gift certificates as donations from businesses. There also followed a brief discussion on the time deadlines of the Manager's newsletter. Administrative Assistant Brad Hoffman indicated that any information for the newsletter would have to be available to him in the next week. GUEST SPEAKER Note for the record that the guest speaker failed to attend the meeting. HOUSING INSPECTION ORDINANCE The next agenda item was a brief discussion on the housing inspection ordinance. The Commission briefly discussed obtaining a speaker, preferably a realtor, to discuss the truth -in- housing ordinances and their impact upon the sales of homes in other communities. Commissioner Cohen indicated that he felt there is a need to get a number of different viewpoints on the matter. He indicated that we may want to contact the Metro Council and see if they have worked on the issue and see what help might be available to Brooklyn Center on deciding on approach. There was a brief discussion of the inspection ordinance and it was the consensus of those present that the inspection ordinance would be taken up as a priority item at the April meeting. ADJOURNMENT Motion by Commissioner Hastings, seconded by Commissioner Haroldson to adjourn the meeting. The motion passed unanimously and the Brooklyn Center Housing Commission adjourned at 8 :48 p.m. Chairman
