HomeMy WebLinkAbout1979 12-11 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION DECEMBER 11, 1979 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Plummer at 7 :36 p.m. ROLL CALL Chairman Plummer, Commissioners Williams, Duenow, Ainas, Hastings, Weitzel, Turner and Haroldson. Also present were Councilmember Bill Fignar and Admin- istrative Assistant Brad Hoffman. Commissioner Cilke would be arriving later in the meeting. It was noted that the invited speaker would be unable to attend that evening. APPROVAL OF MINUTES 11 -13 -79 Motion by Commissioner Weitzel, seconded by Commissioner Haroldson to approve the minutes of the November 13, 1979 Housing Commission meeting. The motion passed unanimously. HOUSING SEMINAR Chairman Plummer stated that she met with Barb Jensen of the Conservation Commis- sion and that they had drafted a tentative program that they felt would meet the needs for three meetings for each of the four Wednesday evenings in April. She then asked that the Commissioners review the proposed program and solicited their comments. Councilmember Fignar inquired if the program was being directed solely towards energy conservation. Chairman Plummer stated that it was not, that the program also includes rehabilitation and remodeling. A brief discussion then followed relative to the financing of the workshops. It was noted that the Com- missions would jointly submit a buget and request City Council approval of the budget. A brief discussion then followed relative to the proposed program. Chairman Plummer inquired if there was anything in the program or not in the program that the Commissioners would like to see. Commissioner Weitzel indicated that she felt it would be necessary to include landscaping with shading and so forth. Commissioner Williams suggested something on gardening. Chairman Plummer stated that she felt it was necessary to concentrate on strictly housing related issues because of the lack of time. Commissioner Turner indicated he felt that the general program looked very good. Councilmember Fignar stated that he felt it was very good and that the emphasis on energy was adequate. The discussion then turned to the length of time for each of the workshops. Councilmember Fignar noted that at the previous workshops each of them lasted for two hours. It was the consensus of the group that the workshops would run two hours from 7 :30 p.m. to 9:30 p.m. Chairman Plummer then reviewed a proposed schedule of deadlines. She noted that by January, Barb and herself would try to lock in resource people for each of the topics. She indicated that if any of the Commissioners had resource people in mind that they should let Brad Hoffman know as soon as possible. She asked Commissioner Haroldson to develop a budget to be submitted to the City Council. Commissioner Haroldson agreed to prepare the budget and requested any input that the Commissioners might want to make prior to his developing the budget. Chair- man Plummer stated that the dinners would be donated by businesses within the com- munity. A brief discussion ensued relative to charging for the seminar. It was 12 -11 -79 -1- the consensus of the group that the seminar should remain free. Chairman Plummer stated she would like to have the budget and the speakers by January and also that she needed to know the deadline for the Community Education paper and the Manager's newsletter. RECESS The Brooklyn Center Housing Commission recessed at 8:15 p.m. and reconvened at 8 :26 p.m. Chairman Plummer reconvened the Housing Commission by inviting everyone to her house on January 2 at 7:00 p.m. Discussion then ensued relative to the brochure that would be needed. Chairman Plummer noted that we had paid for an ad in the Post and that perhaps we need another ad. Commissioner Haroldson inquired as to the number of brochures that would be needed. Commissioner Turner suggested that the program be directed towards the metro area and not just Brooklyn Center. Commissioner Haroldson indicated that he feels we should again have posters. Following a discussion it was agreed that we would have 4,000 brochures printed and 20 posters. .Fol- lowing a discussion, Chairman Plummer requested Administrative Assistant Brad Hoffman to review the items discussed by the Housing Commission with the Con- servation Commission to get their feelings on the matter. COMMISSIONER'S COMMENTS Councilmember Fignar stated that Pat Weitzel would soon be leaving her position and wanted to know if any of the Commissioners knew of anyone interested in the Commission. If so, he recommended that they send an application either to himself or to the Mayor. Commissioner Cilke arrived at 8:50 p.m. Commissioner Williams inquired about the proposed Community Development solar demonstration project. Administrative Assistant Brad Hoffman explained that it is proposed that six homes be selected in Brooklyn Center to be retrofitted in a demonstration project to demonstrate the technical and economic feasibility of passive solar heating in existing structures. He stated that approval of the project would not be received until August, 1980 and that the six homes selected would have to be homes with low and moderate income people as defined in the Section 8 regulations.. Chairman Plummer thanked Pat Weitzel for her work with the Housing Commission and stated she is sorry to see her go. OTHER BUSINESS Chairman Plummer requested Commissioner Duenow and Councilmember Fignar to arrange for speakers for the January meeting. Both indicated that they would try to arrange speakers to discuss the Housing Inspection Ordinance. ADJOURNMENT Motion by Commissioner Hastings, seconded by Commissioner Weitzel to adjourn the meeting. The motion passed unanimously and the meeting was adjourned at 9:01 p.m. Chairman 4 1
