HomeMy WebLinkAbout1979 10-09 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 9, 1979 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Plummer at 7:38 p.m. ROLL CALL Chairman Plummer, Commissioners Ainas, Hastings, Cilke, Duenow, Haroldson and Williams. Also present were Councilmember Bill Fignar and Administrative Assistant Brad Hoffman. Absent and excused were Commissioners Weitzel and Turner. A special invitation was extended to members of the Brooklyn Center Conservation Commission. Present were Commissioners Bill Price and Barb Jensen. APPROVAL OF MINUTES 8 -14 -79 Motion by Commissioner Ainas, seconded by Commissioner Williams to approve the minutes of the August 14, 1979 Brooklyn Center Housing Commission meeting. The motion passed unanimously. APPROVAL OF MINUTES 9 -11 -79 Councilmember Fignar indicated that he had requested to be excused prior to the September 11, 1979 Housing Commission meeting and further requested that the minutes reflect that. Motion by Commissioner Hastings, seconded by Commissioner Haroldson to approve the minutes of the September 11, 1979 Brooklyn Center Housing Commission meeting as amended. The motion passed unanimously. HOUSING ELEMENT Administrative Assistant Brad Hoffman introduced the next agenda item by stating that the Planning Commission would be holding a final hearing on the Comprehensive Plan on October 29. He indicated that would be the Commissioners last opportunity to comment on the plan prior to it being submitted to the Council for formal adoption. A brief discussion then ensued with Commissioner Williams noting that he felt that the needs of the handicapped were adequately addressed under the proposed plan. Chairman Plummer recommended that any Commissioners feeling that amendments to the plan should be made should plan on attending the October 25 meeting to voice their concerns. HOUSING INSPECTION ORDINANCE Administrative Assistant Hoffman reviewed his memorandum to the Council relative to the housing inspection ordinance. He indicated he felt that before the Com- mission proceeded with the development of a housing inspection ordinance, they should receive some direction from the City Council. A brief discussion then ensued and Councilmember Fignar recommended that someone from the Commission be present for the meeting. Commissioners Hastings and Haroldson indicated that they would attend. JOINT MEETING The next agenda item was a joint meeting with the Conservation Commission and the Housing Commission. Administrative Assistant Brad Hoffman took the oppor- 10-9-79 -1- tunity to introduce Steve Belfanz from the Minnesota Energy Agency. Mr. Belfanz was present to discuss the future of transportation in the metropolitan area. Mr. Belfanz then took. the opportunity to review current energy issues. He noted that 32% of the energy used in Minnesota today was for transportation. He also indicated 96.4% of the fuel source for that transportation was from oil. Follow- .ing Mr. Belfanz's presentation, discussion then ensued relative to the various transportation alternatives that could be offered in the metropolitan area. Mass transit, ride sharing and so forth were discussed. Commissioner Bill Price indicated that he felt that the major problem with buses today is that they have generally limited their services to the old trolley car lines. He indicated that the buses no longer travel to where people are going, but all head towards the downtown area. It was indicated that mass transit must be emphasized in the future, along with gas rationing. Commissioner Haroldson indicated that he felt that there is a great need to educate the general population about the energy crisis and alterantives to our present usage. The Housing Commission then con- sidered the impact mass transit and energy problems will have on future land use decisions. HOUSING WORKSHOP Chairman Plummer then introduced the next agenda item by suggesting that the Housing Commission and the Conservation Commission jointly sponsor a housing renovation workshop which would concentrate on energy efficiency. There was a brief review of the results of the last workshop. Thejoint group discussed relative topics with a time target for the end of March or early April for the workshop. It was recommended that topics include solar energy, insulation and other related subjects. Barb Jensen from the Conservation Commission suggested that we make people aware of funding sources such as the Community Development Block Grant Fund to perform the housing rehabilitation that was needed. Chairman Plummer left at 9:30 p.m. and Vice Chairman Hastings chaired the meeting. A brief discussion then ensued relative to the housing seminar and it was agreed that the Commissions' would discuss the matter in their respective Commissions and try to coordinate their activities through Administrative Assistant Hoffman. It was agreed that the two Commissions should again hold a joint meeting. ADJOURNMENT Motion by Commissioner Williams, seconded by Commissioner Duenow to adjourn the Brooklyn Center Housing Commission. The motion passed unanimously and the meeting was adjourned at. 9:45 p.m. Chairman
