HomeMy WebLinkAbout1979 08-14 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION AUGUST 14, 1979 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Plummer at 7:39 p.m. ROLL CALL Chairman Plummer, Commissioners Hastings, Haroldson, Weitzel, Duenow, Turner, Williams and Cilke. Also present were Councilmember Bill Fignar and Adminis- trative Assistant Brad Hoffman. Not present and excused was Commissioner Ainas. APPROVAL OF MINUTES 6 -11 -79 Commissioner Turner noted that he had been excused for the June 11, 1979 meeting. Motion by Commissioner Hastings and seconded by Commissioner Cilke to approve the minutes of the June 11 Housing Commission meeting as amended. The motion passed unanimoully. APPROVAL OF MINUTES 6 -22 -79 Chairman Plummer noted both Commissioners Turner and Duenow had been excused from the June 22 meeting. Commissioner Duenow noted that she had not made the motion for adjournment at that meeting, but rather that the motion was made by Commissioner Weitzel. Motion by Commissioner Haroldson and seconded by Commis- sioner Weitzel to approve the minutes of the June 22, 1979 Housing Commission meeting as amended. The motion passed unanimously. COMMISSIONER'S COMMENTS Commissioner Hastings noted that the Metropolitan Council would be holding a seminar on handicapped housing. Following a brief discussion it was agreed that Commissioners Williams, Cilke and Hastings would attend that seminar on September 11, 1979. Administrative Assistant Brad Hoffman indicated that he would take care of their registration. Commissioner Haroldson inquired as to the status of the Brookdale Ten Apartments. Administrative Assistant Brad Hoffman indicated that the rental license for Brookdale Ten Apartments had been restored and that the apartment owner was re- quired to post a bond to cover the remaining work. It was noted that the majority of the life and safety problems associated with the Brookdale Ten Apartments had been corrected. Chairman Plummer indicated that she would like to have someone from the energy agency speak at a joint meeting with the Housing Commission on traffic as it relates to housing and zoning in housing. Following a brief discussion, Com- missioner Haroldson felt that we needed to close out a few of the other items before the Commission progressed to new activities, however, he did indicate that he felt that a joint meeting would be a good idea to discuss energy and housing related matters. HOUSING ELEMENT PLAN Chairman Plummer introduced John McNamara from BRW. John McNamara then proceeded to review a final draft of the housing element for the City's Comprehensive Plan. He suggested that he review only those items that the Commissioners had previously 8 -14 -79 -1- commented on. He took the opportunity to then review the development of the housing plan indicating that all the numbers in the tables and elsewhere in the plan reflect the data as of June 1, 1979. He also briefly reviewed the Metropolitan Council's concern for lot sizes as noted on page 4 of the plan. Discussion ensued with references to the Metropolitan Council Large Family Plan as noted on page 5 were deleted. Commissioner Haroldson inquired if the sentence on page 6, first paragraph, which read, "the number of households receiving public assistance with their housing in Brooklyn Center compares favorably to or with other communities of similar population" reflected rent only. John McNamara indicated that was just rental housing data that was reflected and did not include items such as food stamps, etc. Discussion then ensued relative to data on elderly and handicapped individuals. John McNamara indicated that there was a lack of statistical data available on the numbers and locations of elderly and handicapped individuals in the metropolitan area. A brief discussion then followed about energy incentives related to housing. John McNamara indicated that Minnesota had perhaps the best tax incentive program in the United States for energy alternatives in housing. Councilmember Fignar noted that on page 8, item number 3, which described an R -2 zoning in the southeast neighborhood had recently been changed to an R -3 zoning and that the plan should reflect that. John McNamara then reviewed the proposed programs in the housing plan. He noted the Metropolitan Council's objections to the plan, noting specifically the lack of numerical numbers or goals outlined in the plan. John McNamara further indicated the City should petition the Metropolitan Council to request credit for the units under construction. Following the review of the program, a brief discussion centered on ways to encourage senior citizens to relocate. There was some concurrence that the City would have to consider expanding the role of the HRA in the near future. Following John McNamara's presentation, he indicated that he would like to see the Commission adopt the plan as sub- mitted. Motion by Commissioner Haroldson and seconded by Commissioner Weitzel to accept the final draft with the amendments as noted. The motion passed unanimously. REHAB GRANT REVIEW Administrative Assistant Hoffman updated the Commissioners on the development of the rehab grant program. He reviewed some of the grant criteria and the selection criteria that was being developed and indicated that the City was negotiating a contractural agreement with the Metropolitan HRA to provide administrative services for Brooklyn Center's rehab grant program. Following the Commissions discussion of the grant selection criteria there was a motion by Commissioner Haroldson, seconded by Commissioner Cilke to recommend the proposed grant selection criteria and guidelines to the City Council for adoption. The motion passed unanimously. ADJOURNMENT Motion by Commissioner Turner and seconded by Commissioner Hastings to adjourn the meeting.
