HomeMy WebLinkAbout1979 06-11 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JUNE 11, 1979 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order at 7:43 p.m. by Chairman Plummer. ROLL CALL Chairman Plummer, Commissioners Hastings, Haroldson, Weitzel, Duenow, Williams and Ainas. Also present was Administrative Assistant Brad Hoffman. Chairman Plummer noted that Commissioner Cilke would be unable to attend and was excused. Commissioner Turner was not present and was excused. APPROVAL OF MINUTES 5 -8 -79 Motion by Commissioner Williams and seconded by Commissioner Haroldson to approve the minutes of the May 8, 1979 Housing Commission meeting as submitted. The motion passed unanimously.. COMMISSIONER'S COMMENTS Chairman Plummer indicated that she would like to discuss the summer schedule for the Housing Commission. Administrative Assistant Hoffman indicated that the most pressing business item before the Commission was the completion of their comments on the housing element of the Comprehensive Plan. Chairman Plummer inquired if there were any objections to meeting two (2) weeks in a row to complete Housing Commission business for the summer. Following a brief discussion, Commissioner Duenow inquired if it would be agreeable to the other Commissioners to meet for breakfast. The Housing Commissioners were in agreement on a breakfast meeting and agreed to set the dates for Friday, June 22 at 8:00 a.m. for a special meeting and for Tuesday, June 26 at 8:00 a.m. for a second special meeting if needed to finish any business before the Commission. Administrative Assistant Hoffman indicated that he would be in touch with John McNamara from the BRW to inform him of the meeting and ask that he be present to discuss the housing element of the Comprehensive Plan. Chairman Plummer indicated that at the next regularly scheduled meeting the Commission should consider another workshop. COMPREHENSIVE PLAN (HOUSING ELEMENT) The next agenda item was introduced by•Chairman Plummer who indicated that the Commission had several questions that they would like forwarded to John McNamara from BRW relative to the housing element. She indicated that she would like this information for the meeting scheduled for June 22. Chairman Plummer then inquired as to the need for so much elderly housing as indicated on page 8 of the housing element. She also inquired what was meant by housing not suited to a wide variety of income levels as noted on page 8, paragraph 3. Chairman Plummer also requested that high and mid density housing be specifically defined within the housing element. Administrative Assistant Hoffman noted there was an absence of any large family housing plans within the housing element. Commis- sioner Hastings agreed, and felt that the need for large family rental units should be addressed within our plan. Chairman Plummer also emphasized the need to address the housing requirements of young adults from 18 to 25 years of age. 6 -11 -79 -1- Chairman_ Plummer also indicated that there was a need to address energy concerns as they relate to housing in Brooklyn Center. A brief discussion ensued relative to the objectives and policies of the housing element. Some concern was expressed relative to the Brooklyn Boulevard plan. Under the land use goals of the housing element the Commission indicated again there is a need for energy conservation goals in that section. The Commission also requested that certain specifics within the recommended housing programs such as interest rates and other terms and conditions of a grant or loan program or any of the progrsms be deleted. It was requested that such programs only reflect a general concept and that specific terms and conditions be determined by the City Council. RECESS The Brooklyn Center Housing Commission recessed at 9:15 p.m. and reconvened at 9:20 p.m. HOUSING INSPECTION DISCUSSION Administrative Assistant Hoffman reviewed the guidelines developed by the staff as requested by the Housing Commission at the May 8, 1979 Housing Commission meeting. Administrative Assistant Hoffman indicated it was the staff recommenda- tion that the mandatory housing inspection approach of, St. Louis Park be combined with the truth -in- housing approach of Minneapolis. Specifically, items that would pose an imminent threat to life and property would require a mandatory repair. All other items would be noted on a housing inspection form and would be made available to prospective buyers similar to the Minneapolis approach. Items that would present an imminent threat to life or property would be determined by the Planning and Inspection Department. In essence, the private sector would be providing the housing inspections and would be empowered to require certain predetermined items to be repaired. Owners would have the right to appeal the mandatory order of the private inspector. The City inspector would then make a determination as to whether or not a particular item in question would be required to be repaired prior to the sale of residential property. A brief discussion of the staff proposal followed Administrative Assistant Hoffman's comments. Chairman Plummer indicated that she liked the concept being proposed. Commissioner Haroldson indicated that he also liked the approach and that he wanted to make sure that the buyer would be aware of any potential problems. Commissioner Williams inquired if we should set a limit on fees. Commissioner Haroldson indicated that he felt that was a good point. Chairman Plummer indicated that setting the fees should be discussed at a future meeting. Chairman Plummer then requested that building inspectors discuss the guidelines and develop a list of mandatory repairs to be reviewed by the Housing Commission at a future meeting. It was agreed that the Housing Commission would take this item up again at their August meeting. HOUSING REHABILITATION REVIEW Administrative Assistant Hoffman indicated that the proposed guidelines for the housing rehab grant and loan applications would be ready for the June 22 meeting for the Commission to review. OTHER BUSINESS There was no other business discussed by the Housing Commission. 6 11 79 2 to A ADJOURNMENT Motion by Commissioner Williams and seconded by Commissioner Haroldson to adjourn the meeting.
