REGULAR SESSION

CITY HALL
CALL TO ORDER
The Brooklyn Center Housing Commission met in regular session and was called to
order by Chairman Phyllis Plummer at 7 :37 p.m.
ROLL CALL
Chairman Phyllis Plummer, Commissioners Dolores Hastings, Ray Haroldson,
Clifford Williams, Reverend Robert Cilke, Karen Duenow and Pat Weitzel. Also
present was Administrative Assistant Brad Hoffman.
Chairman Plummer indicated that Councilmember Bill Fignar was attending a candidate's
fair and would not attend the meeting.
APPROVAL OF MINUTES 9 -6 -78
Motion by Commissioner Weitzel and seconded by Commissioner Duenow to approve
the minutes of the September 6, 1978 Housing Commission meeting as submitted.
The motion passed unanimously.
COMMISSIONER'S COMMENTS
Chairman Plummer requested comments from the Commissioners relative to the Housing
Seminar sponsored by the Commission. Commissioner Williams indicated that he felt
the seminar had been well done with the exception of the end. He felt that the closing
comments did not bring the workshops together. He indicated that he had been to a
handicapped housing seminar just recently that had done a very good job in tying it
together at the end. He felt that the closing segment of the seminar was its only
weakness. Chairman Plummer noted that a number of the workshops did not adjourn
in time for the closing comments and further, that many individuals had left without
taking part in that portion of the seminar. Chairman Plummer asked the Secretary what
had happened to the evaluation sheets. The Secretary replied that Phil Cohen from the
Metropolitan Council had picked them up. The Secretary then noted that he would
follow -up and get the evaluations back from Phil Cohen. A brief discussion then
ensued relative to the comments received by each of the Commissioners and it was
the concensus of all the Commissioners that the seminar had been quite worthwhile.
Phil Cohen from the Metropolitan Council appeared before the Commission to thank
the Commissioners for their efforts in putting on the seminar. He stated that he had
received very positive feedback relative to the Housing Seminar. Commissioner
Haroldson inquired of Mr. Cohen if, in his opinion, participation was good. Mr.
Cohen noted that approximately 49 people had paid and that attendance was approxi-
mately what had been anticipated. He did note, however, that he felt in the future,
fewer workshops should be held.
Chairman Plummer inquired as to how the Commission had done financially with the
Housing Seminar.' Administrative Assistant Brad Hoffman explained that at this time
we had not received a bill from Servomation, but that it was his opinion that the
Housing Seminar would break even.
AGENDA
Administrative Assistant Brad Hoffman explained that this evening's agenda had been
altered from the requests made by the Commissioners at the previous Housing Com-
mission meeting. He noted that on the agenda only Community Development and
the HRA projects were listed. He noted that a request had been made to follow -up
on the housing inspection ordinance by inviting the cities of Minneapolis and New
Hope to explain their housing inspection ordinances. He explained that because of
the time requirements, the Commission between now and the first of the year, will
have to spend a great deal of time with Community Development and the development
of HRA projects and that the housing inspection ordinance could be taken up some
time after the first of the year.
COMMUNITY DEVELOPMENT
The next agenda item was a discussion of Community Develoc ment. The Secretary
briefly reviewed the Community Development Act and its implications for Brooklyn
Center. He stated that the City was currently developing a citizen participation plan
and that the plan envisioned representation from each of the Citizen advisory groups
to the Council on the Community Development Citizen's Advisory Board. Following
a lengthy discussion relative to representation on the Community Development
Citizen's Board, Chairman Plummer inquired of the Commissioners who would like
to serve on that board. Commissioner's Haroldson, Williams! and Hastings indicated
that they would be interested. Commissioner Cilke also indicated his desire to
serve, but felt that he was too new to the Commission to take on that responsibility
at this time. Commissioner Weitzel suggested that the Commission recommend a
delegate and an alternate. Chairman Plummer recommended that one of the newest
members and one of the oldest members be selected to serve as the delegate and
alternate for representation on the Commission. Commissioner Wesloh suggested
that the turns be staggered so that each of the Commissioners would have an oppor-
tunity to serve, but that an experienced Commissioner would always be on the board.
Administrative Assistant Brad Hoffman referred to a memorandyim written by himself
to the City Manager dated September 8, 1978 which outlined the citizen participation
plan. He inquired if the Commissioners agreed with the basic concepts set forth in
that plan. It was the concensus of the Commissioners that representation by each
of the Commissions was only logical. Following a lengthy discussion, it was agreed
that the Commissioners would send a list of Commissioners agreeing to serve on a
citizen's advisory board recommending that Commissioner Ray Haroldson be appointed
to the Citizen's Advisory Board and that Commissioner Bob Coke serve as an alternate.
RECESS
The Brooklyn Center Housing Commission recessed at 8:30 p.m. and reconvened at
8:55 p.m.
HRA
The Secretary reported to the Commission that at the September 27, 1978 City Council
meeting, the Council had requested the Housing Commission to recommend a program

for the use of "housing and redevelopment project funds". A lengthy discussion
then ensued relative to the use of HRA funds and their relationship with the Community
Development Program. The Secretary noted that in the development of the Housing
Assistance Plan for the Community Development Plan, the projects and goals set
forth in that Housing Assistance Plan would logically be the same kinds of projects
that could be undertaken with HRA funds. A brief discussion then ensued and the
Secretary stated that he would be receiving additional information that he would be
forwarding to the Commission members relative to both HRA projects and Community
Development projects and the development of Housing Assistance Plans.
OTHER BUSINESS
Chairman Plummer requested that the Secretary try to obtain further information relative
to the large family low and moderate income scattered site housing program that was
discussed by the Metropolitan Council representatives at the Brooklyn Center Housing
Awareness Seminar. Administrative Assistant Brad Hoffman replied that he would get
in touch with Phil Cohen and prepare a report for the Commission's review.
ADTOURNMENT
Motion by Commissioner Hastings and seconded by Commissioner Haroldson to adjourn
the meeting. The motion passed unanimously and the meeting was adjourned at
9:30 p.m.
