HomeMy WebLinkAbout1978 08-08 HCM8 -8 -78 MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION AUGUST 8, 1978 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Phyllis Plummer at 7 :55 p.m. ROLL CALL Chairman Phyllis Plummer, Commissioners Dolores Hastings, Ronald Turner, Patricial Weitzel, Ray Haroldson and Karen Duenow. Also present was Administrative Assistant Brad Hoffman. Council representative Bill Fignar previously indicated that he would be attending this evening's meeting, but would arrive late. Also present at this evening's meeting were Eileen Oslund and Barb Jensen from the League of Women Voters and Philip Cohen from the Metropolitan Council. Chairman Plummer noted that Commissioner Williams had been excused from this evening's meeting. Commissioner Magnuson was not present. APPROVAL OF MINUTES 7 -20 -78 Motion by Commissioner Haroldson and seconded by Commissioner Weitzel to approve the minutes of the July 20, 1978 Housing Commission meeting as submitted. The motion passed unanimously. COMMISSIONER'S REPORT Commissioner Hastings reported to the Commission relative to a planning seminar attended by herself, Commissioner Williams, and Chairman Plummer at North Hennepin Community College. The seminar was a professional planner's perspective of planning in a suburban setting. HOUSING CONFERENCE DISCUSSION The next agenda item introduced by Chairman Plummer was discussion of the housing seminar scheduled for September 16, to be co- sponsored by the Brooklyn Center Housing Commission and the Brooklyn Center League of Women Voters. Chairman Plummer noted that Eileen Oslund and Barbara Jensen from the Brooklyn Center League of Women Voters were also present this evening to discuss the housing seminar. The tentative agenda, cover letter and registration form were distributed to the Com- mission for discussion purposes. Commissioner Haroldson inquired as to the cost of the program. He noted that perhaps the cost of $3.50 might tend to discourage the general public from attending the seminar. A brief discussion ensued relative to the cost and it was the concensus of the Commission that $3.50 for admission was very low. It was noted that similar seminars cost as much as $25.00, 30.00 and $50.00. A lengthy discussion then ensued relative to finalization of the agenda items, the cover letter and the registration form. Chairman Plummer inquired of the Secretary -1- when the mailings should go out. The Secretary replied that mailings should go out prior to August 15 if the Commission hoped to get a good response to their seminar. Commissioner Haroldson inquired if the 8 :00 a.m. registration time was a time change. Chairman Plummer replied that it was not a time change but rather reflected a need for registration. Chairman Plummer inquired of Mr. Phil Cohen, from the Metropolitan Council, if he would be able to supply a list of Jaycees and other such organizations. Mr. Cohen replied that he would be able to secure that list for the Commission. Chairman Plummer inquired if the press should be notified. Mr. Cohen replied that a news release will be made about two weeks prior to the seminar. Councilmember Bill Fignar arrived at 8:20 p.m. Commissioner Haroldson inquired as to the number of speakers who had been con- tacted at this point. Mr. Cohen replied that so far four individuals had been contacted and that he would be contacting the remaining individuals during the next week. Commissioner Haroldson inquired as to who had been contacted at this point. Again, Mr. Cohen replied that Nancy Reeves, Mary O'Hara, Dean Otterson and James Dlugosch had been invited and agreed to participate. Councilmember Bill Fignar inquired as to the area of coverage for the proposed housing seminar. Chairman Plummer replied that the northwest metro area was the area to be invited to the seminar. She further noted that a letter was going out to those individuals. Again, Councilmember Fignar inquired as to who specifically would be invited. Chairman Plummer replied that local officials, both elected and appointed, members of civic organizations and other interested parties would be invited. She noted that a second mailing would be going out two weeks prior to the meeting and that a news release was also scheduled. Councilmember Fignar then inquired as to the anticipated turnout. Phil Cohen replied that they anticipated 50 to 100 people would turn out. Chairman Plummer inquired as to who should be receiving the registration form. Mr. Cohen indicated he thought that Administrative Assistant Brad Hoffman should receive the mailing. A brief discussion then ensued relative to subsidized housing. Councilmember Fignar inquired of Phil Cohen whether or not he thought Brooklyn Center could ever take over a complex such as Brookdale Ten Apartments. Phil Cohen replied that HRA's have taken over such complexes and turned them around, although the cost was extreme, especially with consideration being given to relocation payments. Following the brief discussion, it was agreed that Chairman Plummer, Phil Cohen and Brad Hoffman would meet to coordinate the mailings for the housing seminar. COMMISSIONER'S COMMENTS Commissioner Haroldson inquired if the Brooklyn Center Housing Commission was going to become involved in a certificate of occupancy program. A lengthy discus- sion ensued relative to St. Louis Park's Certificate of Occupancy Program. Com- missioner Hastings noted that the Commissioners have a standing invitation to go along with St. Louis Park building inspectors when they do a house inspection under the Certificate of Occupancy Program. Following a brief discussion, Chairman Plummer requested that the Secretary contact either the Mayor or the Building In- spector from St. Louis Park and invite them to make a presentation to the Housing Commission on their Certificate of Occupancy Program at the next Housing Com- 8 -8 -78 -2- mission meeting. She further stated that their presentation should be scheduled for 8:00 p.m. Chairman Plummer also requested that the Secretary try to obtain models of the Certificate of Occupancy Program prior to the next month's meeting. ADTOURNMENT Motion by Commissioner Haroldson and seconded by Commissioner Weitzel to adjourn the meeting.
