MINUTES OF THE PROCEEDINGS OF THE HOUSING
COMMISSION FOR THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
MARCH 8, 1977
CITY HALL
The Brooklyn Center Housing Commission met in
regular session and was called to order by Vice-
Chairman Hastings at 7 :48 p.m.
Vice- Chairman Hastings, Commissioners Beikler,
Haroldson, Weitzel, Plummer, Duenow and Turner.
Also present were Administrative Assistants Brad
Hoffman and Ronald Warren.
The Secretary reported that Chairman Howard was
out of town and unable to attend this evening's
meeting and, therefore, was excused.
Motion by Commissioner Weitzel and seconded by
Commissioner Haroldson to approve the minutes of
the February 8, 1977 Housing Commission meeting
as submitted. The motion passed unanimously.
Vice Chairman Hastings introduced the first item of
business on the agenda, that of a review of the
Housing Commission Bylaws. She suggested that
the Commission as a whole review the bylaws in
their entirety and make recommendations regarding
additions or deletions.
The Secretary reported that there should be a House-
keeping Amendment to the Housing Commission Bylaws
which would acknowledge that Resolution No. 77 -22,
rather than Resolution No. 73 -140, is the Housing
Commission's establishing Resolution. He explained
that this change would affect the preamble of the
Housing Commission Bylaws on page 1, and Arcticle
VII regarding Neighborhood Advisory Committees on
page 2.
Councilman Fignar arrived at 7:45 p.m.
A brief discussion ensued relative to the bylaws with
Commissioner Haroldson suggesting that the dates the
Commission Bylaws were proposed, adopted and
amended be included at the end of the Bylaws.
Following further discussion it was the consensus of
the Housing Commission to direct the Secretary to
make the appropriate Housekeeping Amendments for
formal approval by the Commission.
Vice Chairman Hastings introduced the next item of
business, that of continued discussion and review of
the Housing Commission's planned Home Renovation
Workshop. She stated that the first of four workshops
will be held on Wednesday evening, March 30, 1977
and inquired of the Commissioners if they had con-
tacted speakers to make final arrangements for their
presentations. A brief discussion ensued with Com-
missioners commenting on the arrangements they have
made.
The Secretary reported that the Home Renovation Work-
shop brochures and posters have been delivered and
are ready for distribution by members of the Commission..
A lengthy discussion ensued as to the distribution of
the brochures and the posters. Councilman Fignar
stated that he would distribute posters and brochures
to banks and savings and loan institutions in the area
and suggested that the Commission consider distributing
brochures to first, second and third graders in the
Brooklyn Center area.
Commissioner Weitzel left the table at 8:50 p.m. and
returned at 8:53 p.m.
Commissioner Plummer stated that Arnie Mavis of the
Park and Recreation Department often distributes large
quantities of handout materials to local grade schools
and that his assistance might be utilized in distributing
brochures to local grade schools. She further stated
that she would contact Mr. Mavis regarding distribution
of Horne Renovation Workshop brochures. It was the
consensus of the Commission to hold off contacting
schools in the area until after Commissioner Plummer
had an opportunity to contact Mr. Mavis.
The Brooklyn Center Housing Commission recessed at Recess
8:55 p.m. and resumed at 9:20 p.m.
Further discussion ensued relative to Workshop plans
with the Secretary reporting on the distribution of
news releases and spot radio announcements. The
Secretary was directed to send news releases and
brochure announcements to members of the President's
Round Table. It was the consensus of the Commission

along with the Secretary, develop letter to the
editor announcing the Home Renovation Workshop
and inviting interested citizens to attend for the
March 17, 1977 edition of the Brooklyn Center Post.
Vice- Chairman Hastings announced that the Housing
Commission would meet briefly on Monday, March 14,
prior to the City Council Meeting to further review
Workshop plans.
Councilman Fignar left the meeting at 9:25 p.m.
The Secretary next distributed posters and brochures
to members of the Commission for their distribution.
Commissioner Plummer reported that six members of
the League of Women Voters will be at the March 30
Workshop to act as hostesses for the affair. Vice-
Chairman Hastings reported that the Conservation
Commission has volunteered to act as hosts and
hostesses for the April 6 Workshop. Commissioner
Plummer suggested that the other Advisory Commissions
be contacted regarding their availability to act as
hosts and hostesses for other upcoming workshops.
The next item of business on the agenda was discus-
sion of Housing Commission plans for BC Kaleidoscope
'77.
Commissioner Haroldson reported that he had contacted
Mr. Bruce Nelson of the Minnesota Energy Agency
regarding infra -red heat loss aerial photos of Brooklyn
Center. He stated that he had been informed that
Brooklyn Center was not included in the photographs
that were recently taken. He explained that the
aerial photos were taken primarily of Minneapolis and
St. Paul and that some portions of Brooklyn Center,
near the Minneapolis border, might be included on
the aerial photos. He added that he did not feel it
would be worthwhile to attempt to have the aerial
photos of Minneapolis for the Housing Commission
Kaleidoscope booth. He stated that he would further
pursue the matter and that possibly heat loss photos
of Brooklyn Center could be available if there is a
Kaleidoscope in 1978.
The Secretary explained that the City had requested the
Minnesota Energy Agency to include Brooklyn Center in
these aerial heat loss photos. He stated that because
of limited funds the Energy Agency was not able to
accommodate all the requests they had for these types
of photos. He further stated that it was his under-
standing that the Energy Agency intends to take other
heat loss photos within the coming year.
Further discussion ensued relative to the Housing
Commission's plans for Kaleidoscope. A tentative
schedule for staffing the Housing Commission booth
was established with Vice Chairman Hastings and
Commissioner Beikler volunteering to staff the booth
from 11:00 a .m. to 1:00 p.m.; Commissioner Weitzel
from 1:00 p.m. to 3:00 p.m.; and Commissioner Duenow
from 3 :00 p.m. to 5 :00 p.m.- Commissioner Plummer
stated that she would be available to man the booth
at any time because she plans to be at Kaleidoscope
all day. Commissioners Haroldson and Magnuson
reported that they may not be in town on April 24,
the date for Kaleidoscope.
It was the consensus of the Commission that a firm
schedule for staffing the Kaleidoscope booth be
determined by the next regularly scheduled Housing
Commission meting.
Vice Chairman Hastings requested members of the
Commission to begin thinking about new or upcoming
projects to be considered by the Housing Commission
for discussion and review purposes.
Motion by Commissioner Plummer seconded by Com-
missioner Turner to adjourn the meeting. The motion
passed unanimously. The Brooklyn Center Housing
Commission adjourned at 9 :57 p.m.
