HomeMy WebLinkAbout1977 02-08 HCMCall to Order Roll Call Approval of Minutes 12 -14 -76 Approval of Minutes 1 -11 -77 Appointment of Vice Chairman Home Renovation Workshop MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA -1- 2 -8 -77 REGULAR SESSION FEBRUARY 8, 1977 CITY HALL The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Howard at 7 :35 p.m. Chairman Howard, Commissioners Hastings, Beikler, Haroldson, Weitzel, Plummer, Duenow, and Turner. Also present was Administrative Assistant Ronald Warren. The Secretary reported that Councilman Fignar had informed him that he would be unable to attend this evening's meeting because of another commitment and was, therefore, excused. Motion by Commissioner Haroldson and seconded by Commissioner Weitzel to approve the minutes of the December 14, 1976 Housing Commission meeting as sub- mitted. The motion passed unanimously. Motion by Commissioner Weitzel and seconded by Commissioner Harold son to approve the minutes of the January 11, 1977 Housing Commission meeting as submitted. The motion passed unanimously. Chairman Howard appointed Commissioner Hastings as Vice Chairman of the Housing Commission for 1977. He stated that Commissioner Hastings has been a member of the Housing Commission since it was originated in 1973 and has served the Commission with a great deal of dedica- tion. Chairman Howard introduced the next item of business on the agenda, that of continued discussion and review of the Housing Commission's planned Home Renovation Workshop. He complimented members of the Commission for meeting the deadline for arranging workshop speakers. He suggestec that each Commissioner arrange to again personally contact each of the speakers to make final arrangements for their presentations. The Civ irman next reported that the Housing Renovation Workshop brochures will be printed shortly. He explained that the brochures will contain a registration form for persons wishing to attend the workshop. A discussion ensued relative to the distribution of the workshop brochures with Commissioners expressing their opinions as to how and where brochures should be dis- tributed. Following the discussion it was agreed that Commissioners would be responsible for distributing brochures in the following manner: Commissioner Hastings Brooklyn Center School District #286; Commissioner Haroldson Anoka Hennepin School District #11; Com- missioner Plummer Robbinsdale School District #281 and Osseo School District #279; Commissioner Beikler the cities of Brooklyn Park and Osseo; Commissioner Duenow the cities of Crystal and Robbinsdale; Com- missioner Turner the Brooklyn Center and Brooklyn Park Chambers of Commerce; Commissioner Magnuson the Crystal Chamber of Commerce; Chairman Howard the cities of New Hope, Maple Grove, Champlin and Park Center High School; Commissioner Weitzel the libraries in Brooklyn Center and Brooklyn Park and also the library on Rockford Road. Further discussion ensued relative to news releases, posters and other means of informing the public. Mary Jane Gustafson of the Brooklyn Center Post discussed a possible story for the Post relating to the Home Renovation Workshop, and she also suggested that letters to the editor could be used as a means of informing people about the workshop. The Commission then reviewed and finalized the workshop schedule. Chairman Howard suggested that the Commission meet briefly on Thursday evening, February 24, 1977 at 7 :30 p.m. to review workshop progress. Chairman Howard reported that a group known as H.E.L.P. located in Northeast Minneapolis, has requested to have an informational booth in the hallway during the workshop. He explained that they wish to distribute information to make people aware of various legal requirements when they contract for work. A brief discussion ensued relative to the request with no objection being raised by members of the Commission. The Chairman next reported that it may be possible to have folders available for persons attending the workshop to collect: various handouts and brochures that may be dis- tributed during the event. He explained that 500 folders -2 2 -8 -77 Recess Apartment Directory Amended Housing Commission Resolution could be obtained for approximately $75 and that similar folders were available at other workshops. Commissioner Plummer expressed her opinion in opposition to the folders stating they would be nice but are not neces- sary and may well be a waste of $75. Commissioner Weitzel concurred with Commissioner Plummer. Commissioner Haroldson expressed the opinion that he was in favor of the idea. He explained that he has been to a number of seminars where material has been distributed and added that it is beneficial to have such a folder to keep things in order. Commissioner Hastings concurred with Commissioner Haroldson. A brief discussion ensued relative to providing folders with no clear consensus being arrived at. The Chairman sug- gested that this matter could be resolved at a future date. The Brooklyn Center Housing Commission recessed at 8:49 p.m. Commissioner Magnuson arrived at 9:00 p.m. The Brooklyn Center Housing Commission resumed its meeting at 9:10 p.m. The Secretary distributed a copy of the revised Apartment Directory to each of the Commission members. He stated that the information had been compiled through the use of apartment license applications. He explained that the directory was developed as a general information guide to apartment living in Brooklyn Center and contains information relating to various types of apartments and their location. The Secretary next distributed a copy of the amended Housinf Commission Enacting Resolution. He briefly reviewed the Housing Commission action at their January 11, 1977.meetinc; at which time the Commission directed the Chairman to convey to the Mayor and the City Council the Housing Commission's recommendation that the enacting resolution's residency requirements be modified so that Commissioners would be appointed on an at large basis with consideration given to geographic representation. He reported that the City Council, at its January 24, 1977 meeting, reviewed the matter and adopted Resolution No. 77 -22 which changed the residency requirements for Commission membership. He explained that now Commissioners may be appointed on an at large basis after consideration is given to geo- graphic neighborhoods. He further explained that the Housing Commission Chairman was given the authority to assign Commissioners as liaison to the neighborhood advisory committees of the Planning Commission. The Secretary further reported that, at the same City Council meeting, the Mayor had ap pointed, and the Council had confirmed, Karen Duenow and Ronald Turner as members of the Housing Commission to fill the two present vacancies. A brief discussion ensued relative to the new-Housing Commission Resolution with the Secretary responding to various questions posed by the Commissioners re- lating to the new resolution. The Secretary reported that he had sent a letter, as Participating Lending directed by the Commission at the January 11, 1977 Institutions meeting, to the 1st Brookdale Bank urging the Board of Directors of that Bank to give a favorable consideration to becoming a "participating lending institution" in the Minnesota Housing Finance Agency (MHFA) Home Improvement Loan Program. He explained that the Board of Directors had discussed this request at its January Board Meeting and had unanimously agreed that if the Home Improvement Loan Program would be beneficial to the City of Brooklyn Center the 1st Brook- dale Bank should be involved in it. He further explained that the Bank had contacted the MHFA and was informed that presently they are not accepting any more banks until March. The Secretary added that the bank has given its assurance that it will follow through on its attempt to participate in the Home Improvement Loan Program. The Secretary next reported that the Housing and Re- development Authority had designated six official HRA Depositories at its January 24, 1977 meeting. He stated that three of these depositories (the 1st Plymouth National Bank, the Camden Northwestern State Bank and the 1st National Bank of-Minneapolis) are presently participating in the MHFA Home Improvement Loan Program. He added that the 1st Brookdale Bank was also designated as a depository for HRA funds. He stated that with the accep- tance of the 1st Brookdale Bank as a participating bank a total of four out of the six HRA Depositories will be participating in the MHFA Home Improvement Loan Program. A brief discussion ensued relative to the Secretary's report with members of the Commission stating that they were pleased that the 1st Brookdale Bank had decided to partici- pate in the Home Improvement Loan Program and that the -4- 2 -8 -77 HRA Depositories Heat Loss Photos Kaleidoscope Bylaw s Adjournment HRA had designated a number of participating banks as official HRA Depositories. Commissioner Haroldson stated that the Minnesota Energy Agency has a number of infra -red aerial photos that depict heat loss from buildings. He further stated that if the Commission desired, he would attempt to see if these photographs could be made available locally. Chairman Howard stated that possibly the Conservation Commission would like to pursue this matter as a joint commission effort and suggested that Commissioner Haroldson might want to pursue this matter with Mary Ellen Vetter, Chairman of the Conservation Commission. Following a brief discussion it was the consensus of the Commission that Commissioner Haroldson pursue the matter of obtaining these aerial photographs. The Secretary inquired if the Commission was interested in participating in "BC" Kaleidoscope 77. Following a brief discussion it was agreed that the Commission should participate. It was suggested that Commissioner Haroldson attempt to obtain the infra -red heat loss aerial photos for Kaleidoscope. Chairman Howard requested that discussion of Kaleidoscope be an agenda item for the March 8, 1977 meeting. The Secretary reported that review of the Housing Com- mission's Bylaws will also be an agenda item for the March 8, 1977 meeting. Motion by Commissioner Haroldson and seconded by Com- missioner Magnuson to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Housing Commission adjourned at 9:45 p.m. Chairman
