MINUTES OF THE PROCEEDINGS OF THE HOUSING
COMMISSION FOR THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA

NOVEMBER 9, 1976

The Brooklyn Center Housing Commission met in regular
session and was called to order by Chairman Howard
at 7 :33 p.m.
Chairman Howard, Commissioners Haroldson, Weitzel,
Plummer and Hastings. Also present were Councilman
Bill Fignar and Administrative Assistants Ron Warren
and Leon Beasley.
Chairman Howard reported that Commissioner Beikler
would be unable to attend this evening's meeting and
wa s, therefore, excused
Chairman Howard deferred the approval of the October 12
minutes until the Commissioners have had an opportunity
to review them.
Chairman Howard reported that Ms. Judy Labon was
unable to attend tonight's session as planned. He
stated that she had given him a list of resource people
to contact for the workshop. Chairman Howard stated
the need for someone to speak on electrical problems
at the workshop. Councilman Fignar suggested that
Will Dahn be asked to furnish a list of electricians
for that purpose. He stated that an inspector might
make a better teacher than would a contractor.
Commissioner Plummer suggested the possibility of
obtaining both a contractor and an inspector for the
structural aspects segment of the workshop. Further
discussion ensued relative to securing persons for the
electrical problems and structural apsects segments of
the Home Renovation Workshop.
Commissioner Magnuson arrived at 7 :40 p.m.
Home Renovation Councilman Fignar reviewed with the Commission members
Workshop Plan of the plan of action for the Home Renovation Workshop.
Action There ensued a relatively lengthy discussion on the
objectives desired to be accomplished in conjunction
with the workshop as well as the shifting of priorities
in numerical sequence. It was the consensus of the
Commission that the priority list be finalized by
December 14, 1976.
Chairman Howard reviewed with the Commission the dates
and times established for the workshop. The dates on
which the workshops are to be held are: March 30,
April 6, April 13, and April 20, at the Brooklyn Center
High School. The times estimated for the workshop
session is from 7 :30 p.m. to 9:30 p.m.
Councilman Fignar suggested that news releases for the
workshops be released some time in January. Adminis-
trative Assistant Ron Warren suggested that the news
releases not be published too early. Chairman Howard
suggested that the City Manager's Newsletter be used
as a source of information released before the workshop.
He further suggested that NSF may provide the resources
necessary for the publicizing of the workshop. There
ensued a brief discussion relative to the publicizing of
the workshop.
Commissioner Hastings stated that the materials and
supplies for the workshop might best be arranged by the.
speakers themselves. A list was made of some of the
supplies and materials needed at the workshop sessions.
The Brooklyn Center Housing Commission recessed Recess
at 8:31 p.m. and resumed at 9 :00 p.m.
Administrative Assistant Ron Warren reported that two Vacancies
people have thus far inquired into the Commission
vacancies. Councilman Fignar stated that Mayor Cohen,
at the November 8, 1976 Council meeting, suggested
that the Commission should wait thirty days after the
creation of a vacancy on a Commission before acting
to fill that position. The Mayor's reason, reported
Councilman Fignar, was to give the Post Publication
an opportunity to inform the citizenry of the vacancy
and also to give the citizens ample time to submit an
application. Commissioner Plummer suggested a
backlog or reserve of applicants for the Commission
be kept at all times.
Administrative Assistant Ron Warren suggested that a
list be compiled for special assignments in conjunction
with the workshop. A lengthy discussion detailing
the special assignments

Several of the Commissioners inquired into the
availability of HRA funds for improvements of a home.
Commissioner Hastings stated that the workshop
should make available information pertaining to the
securing of HRA funds for home improvements.
The Commission proceeded to set the itinerary of the
workshop topics. The scheduling of the topics was
set in the following order: March 30 Landscaping,
Structural Aspects, and Interior and Exterior Painting„
April 6 Financing Home Repairs, Plumbing, and
Insulation and Ventilation; April 13 Wallpapering,
Electrical Problems, and Installation and Maintenance
of Floors, Ceilings and Tile; April 20 Paneling,
Refinishing Woodwork, and Siding and Roofing.
There ensued some discussion pertaining to designation
of HRA depositories. It was suggested by Chairman
Howard that at the December meeting further discussion
should be pursued on this topic.
Chairman Howard acknowledged the resignation of
Commissioner Ward from the Housing Commission.
Motion by Commissioner Weitzel and seconded by
Commissioner Hastings to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center
Housing Commission adjourned at 10:04 p.m.
