MINUTES OF THE PROCEEDINGS OF THE HOUSING
COMMISSION OF THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
OCTOBER 7, 1975

The Brooklyn Center Housing Commission met in regular
session and was called to order by Chairman Howard at
7:30 p.m.
Chairman Howard, Commissioners Plummer, Kohrt,
Hastings, Weitzel, Haroldson and Beikler. Also
present were Councilman Bill Fignar and Administrative
Assistant Ron Warren.
Chairman Howard noted that Commissioner Ward had
been excused from this evening's meeting and that
Commissioner Magnuson was out of town and would be
late for this evening's meeting.
Motion by Commissioner Haroldson and seconded by
Commissioner Hastings to approve the minutes of the
September 9, 1975 meeting. The motion passed unani-
mously.
The first item of business on the agenda was a review of
the rental dwelling licensing program. The secretary
noted that as of October 6, 1975 the City Council had
authorized the issuance of 75 rental dwelling licenses
He further noted that of this total 68 were apartments,
5 were single family rental dwellings and 2 were
two family rental dwellings. The secretary then pre-
sented the Commission with a map indicating the locations
of the rental dwellings licensed. Following the report a
brief discussion ensued with the secretary answering
Commissioner's questions regarding rental dwelling
licenses.
Commissioner Magnuson arrived at 8 :50 p.m.
Chairman Howard reported that there would be a Housing
Commission bus tour on Saturday morning, October 11,
for the purpose of observing the housing stock in Brooklyn
Center. He noted that coffee and rolls would be served
at 8 :30 a.m. with the tour beginning at 9 :00 a.m. He
further noted that members of the City Council and the
Planning Commission had been invited to attend the tour.
The secretary asked members of the Commission for
advice regarding particular areas of the City which they
felt would be beneficial to observe during the tour.
A brief discussion ensued relative to possible tour
routes. Following the discussion Chairman Howard
urged all members of the Commission to participate in
the tour,
Chairman Howard noted that the next regularly scheduled November
Housing Commission meeting was for Tuesday evening, Meeting
November 11, 1975. He stated that arrangements have
been made to have Rollie Comstock, Vice-President of
Communications for Northern States Power and a member
of the Governor's Commission on Minnesota's Future,
address the Commission on that evening. He further
stated that Mr. Comstock was a co-author of an analysis
of present and future housing in Minnesota and is one of
the leading futurists in the United States. The Chairman
noted that the address would focus on projections of
housing problems to face Minnesota in the future.
Chairman Howard concluded his remarks by urging
Commission members to invite citizens interested in this
topic to the November Commission meeting.
The Brooklyn Center Housing Commission recessed at Recess
8:15 p.m and resumed at 8:40 p.m.
Chairman Howard reported that some preliminary work
had been done on the feasibility of a Community Education
Seminar relating to housing maintenance and energy saving
repairs. He stated that a more detailed report would be
given at the November meeting.

Commissioner Plummer noted that she had clipped an Newspaper
article from Time Magazine relating to how the practice Articles
of withdrawing investment money from savings and loan
institutions and putting it into bonds is hurting the housing
industry nation-wide. She passed the article around to
Commission members for their review.
Motion by Commissioner Kohrt and seconded by Commissioner
Plummer to adjourn the meeting. The motion passed unani-
mously. The Brooklyn Center Housing Commission adjourned
at 9:00 p.m.
