HomeMy WebLinkAbout1975 04-01 HCMCall to Order Roll Call Housing Ordinance Review Minutes of the Proceedings of the Housing Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION APRIL 1, 1975 CITY HALL The Brooklyn Center HOusing Commission met in regular session and was called to order by Chairman Howard at 735 p.m. Chairman Howard, Commissioners Kohrt, Weitzel, Plummer, Beikler, Hastings and Haroldson. Also present were Councilman Fignar and Administrative Assistants Ron Warren and James Lacina. Chairman Howard introduced the first item of business on the agend, the Kaleidoscope program. He reviewed the times for attendance at the Kaleidoscope Housing Commission booth and noted that the Commission should be prepared to answer questions and offer comments on the Housing Maintenace and Occupancy Ordinance. The secretary then noted that he would have the necessary materials at the booth to be distributed on Sunday, Chairman Howard next commented briefly on the action of the City Council on March 24, 1975 regarding the Housing Ordinance, He noted that the Council approved the Ordinance for second reading and suggested that the Housing Commission establish a time to review proposed changes that would have to be submitted in writing to himself prior to the meeting He noted that these changes would be reviewed by the City staff for possible thcorporation and amendments to the Housing Ordinance, Chairman Howard recognized Mr. Steve Englert of 3019 63rd Avenue North. Mr. Englert noted that there was a group of concerned citizens who were drafting formai comments and recommendations to the Housing Ordinance. He noted that one of the major concerns was the ambiguity of some of the language used in the Ordinance. Commissioner Magnuson arrived at 7:45 p.m. There was a brief discussion as to the intent of the Ordinance and the reasoning for non- restrictive language. Chairman Howard thanked Mr. Englert for his comments and noted the Commission would be meeting again in the near future to hear and discuss recommendations to the Ordinance. Mr. Englert noted that the recommendations would be forthcoming from the citizens" group. Chairman Howard next noted that he had been in contact with the State Planning Agency, the local H.U.D. Office and the Metropolitan Council re- garding loan programs. He noted the Title 1 rehabilitation loans and home improvement loans program. He briefly reviewed this program noting that there seemed to be tie ups with the money at the local banks. He noted that banks were more willing to loan money at higher interest rates rather than utilize the federally subsidized programs. A brief discussion ensued relative to the possible uses and implementation of the home loan improve- ment program on the local level. Chairman Howard noted the involvement of an HRA in such activities Commissioner Haroldson inquired as to what the rehabilitation money could be used for. Chair- man Howard commented that money could be used for outside and interior rehabilitation, Commissioner Magnuson commented briefly as to the new tax bill as it related to new housing stock. He noted that it was a stimulant for new housing but it could cause a leap frog effect. He com- mented that it would be more sensible to make home improvement loans available more readily. Chairman Howard next commented on the Metro HRA and Section 8, Housing Activities. He noted that Section 8 housing consisted of rental subsidies. He stated that an eligible recipient of rental assistance would pay415% to 25% income for rent and H.U.D. would pay the difference between the amount and fair market rent of the property. He noted that the assistance program was available to local housing authorities, private developers or owners or a combination of the two Chairman Howard then suggested that he contact people from the State Planning Agency, Minnesota Housing Finance Agency and Mayor Cohen to see if they so uld be interested in speaking to the Com- mission on the housing programs, the Metro HRA 4/1/75 -2- Federal Loan Programs Recess Housing Ordinance Adjournment and any other housing activities that might be applicable to Brooklyn Center. Councilman Fignar noted that the Commission should be concerned with reviewing prograns that are applicable to Brooklyn Center and stressing a community input and a need for these types of rehabilitation programs to protect the housing stock. The Housing Commission recessed at 835 p.m and resumed at 9:10 p)an. Councilman Fignar noted that Kaleidoscope provided an excellent opportunity for the Commission to discuss the Housing Ordinance with interested citizens. He noted that if any inquiries or com- ments were made regarding the Housing Ordinance, citizens should leave their names and addresses and a copy of the Ordinance could possibly be sc,nt to them. There was a bref discussion as to the inspection procedures in the Ordinance. Commissioner Plummer inquired into the possibility of prior notice before inspectors would appear for inspection. Councilman Fignar responded by noting that this may defeat the purpose of an inspection and in some cases could not be adhered to in the event of emergencies. Motion by Commissioner Hastings and seconded by Commissioner Harridson to adjourn the meeting. The motion passed unanimously.
