Minutes of the Proceedings of the
Housing Commission of the City of
Brooklyn Center in the County of
Hennepin and the State of Minnesota
REGULAR SESSION
MARCH 11, 1975
CITY HALL
The Brooklyn Center Housing Commission met in
regular session and was called to order by
Chairman Howard at 730 p.m.
Chairman Howard, Commissioners Weitzel, Ward,
Magnuson, Kohrt, Beikler and Plummer. Also
present were Councilman Bill Fignar, Human
Rights Commission Chairman Don Davis and
Administrative Assistants Ron Warren and
James Lacina.
Motion by Commissioner Ward and seconded by
Commissioner Magnuson to approve the minutes
of the February 4, 1975 meeting. The motion
passed unanimously.
Accessibility Chairman Howard introduced the first item of
41, Survey Review business on the agenda, that of a review of
the Human Rights Commission accessibility
survey. He introduced Human Rights Commis-
sion Chairman Don Davis who proceeded with a
lengthy presentation on the Human Rights
Commission accessibRity survey. He noted that
this survey was directed towards services and
accessibility for handicapped and senior citizens.
Commissioners Hastings and Haroldson arrived at
7A.0 p.m.
He stated that the accessibility survey would
be sent to all public buildings, government
buildings, schools and churches in the City
requesting them to provide information for an
accessibility booklet for handicapped and
senior citizens regarding the types of provi-
sions for accessible areas that these public
places have for handicapped.
Chairman Davis noted that handicapped and
senior citizens face many problems such as
doors, steps, restrooms, phone booths, elevators,
button position and numerous others which serve
as architectural barriers. He noted that the
purpose of this survey was to compile a document
so that the handicapped and senior citizens
would know which places had adequate facilities
for them. He stated that this survey was meant
to be a positive program to point out the
facilities that a business or public building
has, not those that it was lacking.
He further noted that he had met with the
Chamber of Commerce to ask their support and they
were very interested in helping out, He reviewed
the state law regarding the handicapped and other
pertinent information. He noted that he was
soliciting the support of the Housing Commission
and asking them to remember the handicapped's
needs when considering housing,
Commissioner Ward inquired as to the type of
booklet and the information contained. Chair-
man Davis noted that it would be a small booklet
listing the services and facilities available
to the handicapped at particular businesses or
public places. He further noted that the listing
would be related to the positive accessibility
features of a particular establishment rather
than the negative aspects,
Chairman Howard inquired as to the relationship
of the law to public housing. Chairman Davis
noted that Shingle Creek Towers was an example
of cooperation regarding handicapped. He
further noted that the Human Rights Commission
had input in requesting a number of units to be
available for handicapped persons. He stated
that he was not aware of any specific require-
ments but that there had been general coopera-
tion in providing this type of housing.
Following further discussion on the accessibility
survey, there was a motion by Commissioner Hastings
and seconded by Commissioner Weitzel to support the
Human Rights Commission. accessibility survey. The
motion passed unanimously.
Commissioner Hastings next reviewed the Kaleido-
scope insert for the Housing Commission pamphlet.
After a brief presentation, the insert was amended
and redrafted. Chairman Howard noted the different
handouts that would be available at the Commission
booths He stated that the Commissioners should be
prepared to discuss the Housing Ordinance and the
procedures thatwouldbe followed. He further com-
mented that it might be worthwhile to contact John
Doyle of the Metropolitan Council to get additional

rehabilitation.

Approve Insert to Motion by Commissioner Haroldson and seconded
Housing Commission by Commissioner Magnuson to approve the insert
Pamphlet to the Housing Comthission pamphlet. The motion
passed unanimously,
The Housing Commission recessed at 8240 p.m.
and resumed at 8250 p.m.
Housing Maintenance Chairman Howard briefly reviewed the Council
and Occupancy action on the Housing Maintenance and Occupancy
Ordinance Ordinance, He noted that the Ordinance would
be presented at the March 24th Council meeting
for a second reading. He stated the Ordinance
had been amended in the review section to
provide for the Housing Commission to serve
as the initial review board for appeals to
compliance orders issued under the new Housing
Ordinance.
The secretary noted that it might be advantageous
to have the Director of Planning and Inspection
go over this review procedure, explaining the
operating procedures that are followed at the
Planning Comthission level.
Chairman Howard thanked the Housing Commission
for their input and hard work on the Housing
Maintenanre and Occupancy Ordinance.
Councilman Fignar also commended the Commission,
especially Chairman Howard, for the manner in
which they presented the Ordinance, not only at
the Commission level but also for the support
at the Council level.
Chairman Howard indicated that he would be
soliciting information on financing in the
near future and would be available for a
topic of discussion at the future meetings.
Motion by Commissioner Haroldson and seconded
by Commissioner Hastings to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Housing Commission adjourned at 930 p.m.
