Minutes of the Proceedings of the
Housing Commission of the City of
Brooklyn Center in the County of
Hennepin and the State of Minnesota
REGULAR SESSION
FEBRUARY 4, 1975
CITY HALL
The Brooklyn Center Housing Commission met
in regular session and was called to order
by Chairman Howard at 7:40 p.m.
Chairman Howard, Commissioners Ward, Hastings,
Haroldson and Weitzel. Also present were Coun-
cilman Bill Fignar and Administrative Assistants
Ron Warren and James Lacina.
Commissioner Weitzel noted an error in the
minutes of the January 7, 1975 meeting. She
stated that Commissioner Haroldson should also
be listed as a member of the Kaleidoscope
Committee.
Motion by Commissioner Hastings and seconded
by Commissioner Haroldson to approve the minutes
of the January 7, 1975 meeting as corrected° The
motion passed unanimously.
Chairman Howard introduced the first item of
business on the agenda, a review of the Housing
Maintenance and Occupancy Code. He noted that
the Code had been redrafted as discussed at the
January meeting of the Housing Commission. He
commented that he felt there has been adequate
discussion and opportunity for input to the Code
and that the time has now come for the Commission
to consider recommending the Code to the City
Council for first reading as an ordinance. He
stated that the Commission had reviewed the
Code for approximately a year and a half and
that he did not feel there was any point in
continuing the review.
There was a brief discussion as to the action
that the Commission should take and the proce-
dures that would be followed at the City Council
level. The secretary briefly reviewed this
process. He noted that the Code would be
offered for a first reading at the February 10
Council meeting. He stated that the City
Manager would review the Code for the Council
and at this time it would be offered for a
First reading and publication in the otticial
newspaper. He then stated that seven days
after publication the ordinance could be read
a second time and thirty days after publication
the ordinance would take effect.
Commissioner Haroldson then noted concern regard-
ing citizen input and people complaining about
certain aspects of the ordinance. The secretary
noted that he felt there had been ample opportunity
for citizen input to the Code. He then noted that
there would also be opportunity for amended first
readings of the ordinance subsequent to changes
that might be suggested and approved.
Motion by Commissioner Haroldson and seconded by
Commissioner Hastings to forward the Housing
Maintenance and Occupancy Code to the City Council
for adoption. The motion passed unanimously.
Commissioner Hastings commented briefly on the
report of the Kaleidoscope Committee. She noted
that they had discussed redrafting the Housing
Commission pamphlet that was published last year
for Kaleidoscope. The secretary noted that there,
was an abundance of these pamphlets left and that
due to the cost it might be more worthwhile to
have an insert and use the same pamphlet.
There was a brief discussion relative to the
content of an insert for the Housing Commission
pamphlet. Commissioner Hastings noted that if
an insert would be used it should be directed
towards the Housing Maintenance and Occupancy
Code. She further noted that the Committeewould
redraft their ideas on the Housing Maintenance
and Occupancy Code into an insert sheet for the
existing pamphlet.
Chairman Howard noted that his appointment for
Vice Chairman of the Housing Commission was
Commissioner Ray Haroldson.

The secretary commented that Don Davis, chairman Huplan Rights
of the Human Rights Commission, requested some Accessiblif
time at the next Housing Commission meeting to Survey
review the Human Rights Accessibility Survey
and program to the Housing Commission. Chair-
man Howard noted that this would be of interest
to the Housing Commission and stated that he

would arrange for Chairman Davis to discuss
this topic with the Housing Commission at their
next meeting.
Motion by Commissioner Weitzel and seconded by
Commissioner Hastings to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Housing Commission adjourned at 8:40 p,m,
