MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
REGULAR SESSION
AUGUST 20, 2024
CALL TO ORDER
Chair Jeffrey called the meeting to order at 6:33 pm.
ROLL CALL
Chair Jeffrey, Vice Chair Bonovsky, Commissioners Sorenson, Younglove and Ebert were present. Also present
were Councilmember Marquita Butler, Public Works Director Liz Heyman, Public Works Planner Kory Andersen
Wagner, Engineering Tech III Matt Chopp, representatives from Great River Greening, Parks & Recreation
Deputy Director Carissa Goebel and Community Center Supervisor Rachel Kenyon. Commissioner Kaufman
was excused from this meeting.
APPROVAL OF AGENDA
Deputy Director Goebel asked to change the Community Center Project to September. Commissioner
Sorenson moved to approve the agenda. Commissioner Ebert seconded the motion. The agenda was approved
unanimously.
APPROVAL OF MAY MINUTES
Commissioner Sorenson moved to approve the minutes. Commissioner Ebert seconded the motion. The
minutes were approved unanimously.
CITY COUNCIL LIAISON REPORT
Councilmember Butler provided an update. The Police Department has reengaged in the K9 program. They will
have a dog trained to find narcotics, excluding marijuana. MnDoT will have an impact meeting at the
Community Center on August 21st. 2025 budget meetings are underway. The dog park was brought to Council
and it was decided that it is not the right time or fit for the City.
PARK CAPITAL INVESTMENT PLAN PRESENTATION
Public Works Planner Andersen Wagner presented some updates on the progress of the Park Capital
Investment Plan. He discussed the different methods of engagement, surveys, and partnering with
stakeholders. The feedback received was compiled to create park concepts for each park in the City. These
concepts are being looked at and thoughtfully considered in relation to seasonal flooding, the Mississippi
River, potential grants, pedestrian and bike trails, tree planting, and park lighting. These concepts with be
presented to City Council November 12th. They will be brought to the Parks Commission on November 19th.
They will be released online in December and comeback to Council in 2025.
COMMUNITY CENTER PROJECT UPDATE
Deputy Director Goebel moved this topic to September.
EMERALD ASH BORER MITIGATION
Public Works Director Heyman introduced partners from Great River Greening. They discussed what they do
and the grant that the City has received. They discussed the initiative to combat urban heat islands and
increasing equitable access to high-quality and diverse tree canopies. This will take place over the next 5 years.
There will be planting opportunities in the community to come. There will be hazardous trees being removed
and community tree giveaways to help the process. Director Heyman showed a map of the ash trees that are
on public land in the City. This showed that they are in poor condition and it is necessary to replace those for
safety. The City has already obtained one large grant and will pursue others if possible. Director Heyman
discussed the cost drivers of removing and replacing the trees. Next steps include bringing this information to
Council.
Commissioner Sorenson moved to recommend the Ash Borer Mitigation Plan to Council. Commissioner Ebert
seconded. The decision was unanimous.
Commissioner Sorenson moved to adjourn the meeting. Commissioner Younglove seconded. The decision was
unanimous.

The next meeting will be September 17th at 6:30pm at the Community Center.
