HomeMy WebLinkAbout2009 01-29 PCMMINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDYSESSION JANUARY 29, 2009 CALL TO ORDER The Planning Commission meeting was called to order by Chair Rahn at 7:03 p.m. ROLL CALL Chair Sean Rahn, Commissioners Kara Kuykendall, Stan Leino, Michael Parks and Della Young were present. Also present were Mayor Tim Willson, Council Members Mark Yelich and Dan Ryan, Housing Commissioners Chair Steve Landis, Kathie Amdahl, Judy Thorbus and Joshua Xiong. Also present were Director of Business and Development Gary Eitel, Secretary to the Planning Commission/Planning and Zoning Specialist Ronald Warren, Community Development Specialist Tom Bublitz and Planning Consultant Dave Hagen. APPROVAL OF MINUTES -JANUARY 15, 2009 There was a motion by Commissioner Kuykendall, seconded by Commissioner Leino, to approve the minutes of the January 15, 2009 meeting as submitted. The motion passed. Commissioner Parks abstained as he was not at the meeting. ELECTION OF 2009 CHAIR PRO TEM Chair Rahn opened the floor for nominations for Chair Pro Tern of the 2009 Planning Commission. Commissioner Young made a motion to nominate Commissioner Parks as Chair Pro Tern of the 2009 Planning Commission, seconded by Commissioner Kuykendall. Chair Rahn called for further nominations three times. There being none, there was a motion by Commissioner Young, seconded by Commissioner Kuykendall, to close nominations and elect Commissioner Parks Chair Pro Tern of the 2009 Planning Commission. The motion passed unanimously. CHAIR'S EXPLANATION Chair Rahn explained the Planning Commission's role as an advisory body. One of the Commission's functions is to hold public hearings. In the matters concerned in these hearings, the Commission makes recommendations to the City Council. The City Council makes all final decisions in these matters. DISCUSSION ITEM - JOINT MEETING WITH THE HOUSING COMMISSION TO, REVIEW PROPOSED COMPREHENSIVE PLAN Mr. Warren introduced Dave Hagen, Planning Consultant with Loucks Associates, to the Planning Commission and Housing Commission members. He stated that Mr. Hagen will review the proposed Comprehensive Plan to the Commission Members for discussion and comment. Page 1 1-29-09 Mr. Hagen reviewed the Comprehensive Plan update review process. He noted that the process began in mid-summer 2008 and will culminate following submission of an approved plan to the Metropolitan Council in June of this year. He pointed out that we are in a six month review period where our proposed plan has been submitted to neighboring communities and jurisdictions such as MNDOT and Hennepin County for their review and comments. He stated that a public hearing by the Planning Commission has been scheduled for February 26, 2009 at 7:00 p.m. at which time the Commission will also take comments for consideration in their recommendation to the City Council. It will then be the responsibility of the City Council to adopt the updated Comprehensive Plan following submission, review and comment by the Metropolitan Council. Chair Rahn opened the meeting for joint discussion between the Planning Commission and Housing Commission members regarding the updated Comprehensive Plan. In response to an inquiry by Commissioner Della Young, Mr. Hagen noted that the plan submitted thus far to the Planning Commission, the Housing Commission and the City Council will be the document utilized for the Public Hearing at the February 26th meeting. He stated that there are no plans to make revisions to the document prior to the hearing. He added that the Planning Commission can make changes to the Plan following the public hearing and these matters or changes will be included in the Plan forwarded to the City Council. The group discussed various land use issues proposed in the Comprehensive Plan update, including Brooklyn Boulevard. Planning Commission member Stan Leino left the meeting at 8:00 p.m. Housing Commission Chair Steve Landis stated that the Housing Commission as a group would like to be involved in visioning exercises that might be conducted in response to the Comprehensive Plan. Councilmember Dan Ryan stated that he hoped the Comprehensive Plan process would be used to highlight potential problems or issues related to the possible upgrading of T. H. 252. Commissioner Kuykendall mentioned her concern that a freeway upgrading of T. H. 252 might well cut off traffic from the commercial area around 66th Avenue North and that a careful analysis of the impact should be part of any upgrading. Comments were also made about potential possible highway improvements that would result in direct access from T. H. 100 to west bound I-94/694 and south bound T. H. 100 from east bound I-94/694/ Housing Commission Chair Steve Landis commented on the written comments that he submitted to the Planning Commission and requested the Commission to review and consider them in their recommendations. He expressed an interest in meeting again with the Planning Commission. Mr. Hagen again reviewed the time lines for review indicating the Planning Commission's final , recommendation should be made by the end of March. Commissioner Parks suggested setting Page 2 1-29-09 aside a Planning Commission Study Session for further Comprehensive Plan review discussions. This matter will be on the Planning Commission's next meeting on February 12, 2009. Commissioner Parks also suggested that the Commission review the Brooklyn Boulevard Study previously considered as it is a very good basis for future visioning studies. Chair Rahn asked for further questions or comments. Councilmember Ryan thanked the Planning Commission and Housing Commission for their consideration and work on this matter. OTHER BUSINESS There was no other business. ADJOURNMENT There was a motion by Commissioner Young, seconded by Commissioner Kuykendall, to adjourn the Planning Commission meeting.
