REGULAR SESSION
FEBRUARY 12, 2009
CALL TO ORDER
The Planning Commission meeting was called to order by Chair Pro Tern Parks at 7:03 p.m.
ROLL CALL
Chair Pro Tern Parks, Commissioners Kara Kuykendall and Stan Leino were present. Also
present were Secretary to the Planning Commission/Planning and Zoning Specialist Ronald
Warren and Planning Commission Recording Secretary Rebecca Crass. Chair Rahn and
Commissioner Young were absent and excused.
APPROVAL OF MINUTES -JANUARY 29. 2009
There was a motion by Commissioner Kuykendall, seconded by Commissioner Leino,
to approve the minutes of the January 29, 2009 meeting as submitted. The motion passed.
CHAIR'S EXPLANATION
Chair Pro Tern Parks explained the Planning Commission's role as an advisory body. One of the
Commission's functions is to hold public hearings. In the matters concerned in these hearings,
the Commission makes recommendations to the City Council. The City Council makes all final
decisions in these matters.
DISCUSSION ITEM - CONTINUED REVIEW AND DISCUSSION REGARDING,
PROPOSED COMPREHENSIVE PLAN
Mr. Warren stated that following the joint meeting with the Housing Commission on January 29,
2009, it was requested by the Planning Commission to meet again for further discussion of the
proposed Comprehensive Plan. He added that the Planning Commission will hold a Public
Hearing on February 26, 2009 before making any recommendations for approval to the City
Council.
Mr. Warren stated that the purpose of tonight's meeting is to become more familiar with the
Comprehensive Plan before making a recommendation to the City Council.
Chair Pro Tern Parks stated that he studied the Comprehensive Plan and made notes relating to
his review. He also reviewed the Housing Commission Chair's comments and suggested that
the Housing Commission Chair be invited to indicate what items he would like included in the
Comprehensive Plan since some items noted are merely comments or statements and not
appropriate items to be included in the Comprehensive Plan. Chair Pro Tern Parks provided the
Commission a copy of his written comments following his review and explained why he feels
his comments be considered as part of the Comprehensive Plan.

There was a discussion by the Planning Commission regarding various sites around the city and
the potential for development in these areas followed by comments and suggestions by the
Planning Commission on various items needing potential study or revisions to the
Comprehensive Plan.
Chair Pro Tern stated he would like to see something more condensed go out to the public
regarding the Comprehensive Plan once it is adopted and provided a brochure developed by the
City of St. Louis Park highlighting that City's Comprehensive Plan as an example of what he
would like to see Brooklyn Center develop.
OTHER BUSINESS
Mr. Warren expressed a desire to update the Commission on the proposed improvements to the
Luther car dealerships along Brooklyn Boulevard. They have proposed to do a phased in project
at this time and all previously approved items will take place over a longer period of time. They
will, however, do the required site improvements and financial guarantee for all site work for the
entire site at this time.
Chair Pro Tern Parks asked Mr. Warren why the Planning Commission does not get involved
with the review of street improvements such as those recently done along Xerxes Avenue.
Mr. Warren stated that the parameters of where the Planning Commission's responsibilities'
begin and end is generally at the property line and anything to do with public street improvement
projects is reviewed by the Engineering Department with their standards and method of public
involvement.
There was no other business.
ADJOURNMENT
There was a motion by Commissioner Leino, seconded by Commissioner Kuykendall, to adjourn
the Planning Commission meeting. The motion passed unanimously. The meeting adjourned at
8:50 p.m.
