opportunities for redevelopment they also cause financial burdens
on those inner ring suburbs and central cities; and

force has made recommendations in three areas: additional funding
for housing, new policy directions to guide housing and
neighborhood revitalization programs and development of regional
and local housing plans; and
WHEREAS, the Metropolitan Council has recommended the
expansion of the housing trust fund to continue to finance the

which could be used by local government to promote limited

strategies or redevelopment tools cannot be used in a cost
effective manner; and
WHEREAS, House File 2741 and Senate File 2489 have been
introduced to create this fund.
