Member Celia Scott introduced the following resolution
and moved its adoption:

RESOLUTION NO. 91 -191
RESOLUTION CREATING A CERTIFICATE OF INDEBTEDNESS
FUND AND SEPARATE WATER AND SANITARY SEWER FUNDS
WHEREAS, Section 7.11 of the City Charter provides the City
Council with the authority to order the creation of such funds as may
be needed to properly account for the financial activities of the
City; and
WHEREAS, the sale of certificates of indebtedness to finance
the 1991 General Fund budget creates the need to account for debt
service activities arising from these certificates separate from other
debt service activities; and
WHEREAS, although the City has had a combined water and sewer
fund up until now, the most common accounting practice is to have
separate funds to account for water and sanitary sewer activities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center, Minnesota, that additions to the classification
of funds shall be made as follows:
1. Certificate of Indebtedness debt service fund.
2. Water fund.
3. Sanitary Sewer fund.

The motion for the adoption of the foregoing resolution was duly
seconded by Member Jerry Pedlar and upon vote being taken
thereon, the following voted in favor thereof:
Todd Paulson, Celia Scott, Jerry Pedlar, Dave Rosene, and Philip Cohen;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
