and moved its adoption:
RESOLUTION NO. 91 -127
RESOLUTION SUPPORTING REPRESENTATIVE PAUL OGREN'S TAX
PROPOSAL PLAN
WHEREAS, Representative Paul Ogren has submitted the tax
proposal plan to address the financial relationships between the
state and local units of government; and
WHEREAS, this plan offers some interesting and innovative
solutions to these state and local government relationships; and
WHEREAS, the Ogren tax plan basic principles offer cities
a significant step toward a long term solution to fiscal
relationships between the State of Minnesota and its local units of
government; and
WHEREAS, the proposal has certain elements which cause
concern to Brooklyn Center such as the provision which proposes to
remove debt service and other essential service levies from their
current exemption status.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the
City of Brooklyn Center, Minnesota that the Council lends its
enthusiastic support to the basic premises and principals contained
in the Representative Ogren Tax Proposal.

The motion for the adoption of the foregoing resolution was duly
seconded by member Jerry Pedlar, and upon vote being taken thereon,
the following voted in favor thereof: Todd Paulson, Celia Scott,
Jerry Pedlar, Dave Rosene and Philip Cohen;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
