RESOLUTION NO. 87 -226
RESOLUTION AUTHORIZING PARTICIPATION
IN THE LOGIS GROUP HEALTH PLANS
WHEREAS, the City of Brooklyn Center has offered health insurance
coverage through the Hennepin County group health insurance program for several
years; and
WHEREAS, for more than a year, a labor /management committee facilitated
by the Minnesota Coalition on Health studied the County's health care program and
methods of increasing the health care program value for County employees and
Hennepin County; and
WHEREAS, while there was union representation on the committee, partici-
pating instrumentalities as a whole and the City of Brooklyn Center, in particular,
were not invited to participate in the process and therefore the program was viewed
mainly from the County's and County employee's perspective rather than County and
instrumentalities perspective; and
WHEREAS, the committee encouraged competition among health plans through
a bid process and proposals were received by the County from Group Health, MedCenters,
Physicians of Minnesota, Care Span, and Family Health Plan; and
WHEREAS, the committee recommended the discontinuance of MedCenters and
Physicians of Minnesota and replacing both options with Family Health Plan and
this recommendation was adopted by the Hennepin County Board on November 2, 1987,
without consideration of the instrumentalities or the instrumentalities employees'
needs; and
WHEREAS, the County plan became unacceptable to the participating
instrumentalities because of increased costs to the instrumentalities and their
employees and because the change would force many employees who now participate
in either the Physicians of Minnesota or MedCenters health plans to leave their
present doctor and find a new one; and
WHEREAS, the participating instrumentalities have determined that it
would be to their advantage to leave the Hennepin County Group and form a new group
to provide health insurance coverage through their present providers; and
WHEREAS, LOGIS (Local Government Information Systems) has agreed to
act as the agency to contract for health insurance coverage for the participating
instrumentalities with the participating health care providers; and
WHEREAS, the health care providers have agreed to provide health
insurance for the following monthly premium rates:

Group Health, Inc. $75.95 $204.65
MedCenters Health Plan 78.40 233.55
Physicians of Minnesota (PHP) 104.55 221.62 and;
RESOLUTION NO. 87 -226
III WHEREAS, the Group Health and MedCenters' rates were the same as those
proposed to Hennepin County and the PHP rates were the same as the 1987 rates
(and less then proposed to the County).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota that the City Manager is hereby authorized to obtain
health insurance coverage for City employees through participation with the LOGIS
Group Health Plans.

The motion for the adoption of the foregoing resolution was duly seconded by
member Rich Theis and upon vote being taken thereon, the following
voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes,
and Rich Theis;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
