HomeMy WebLinkAbout1984-180 CCRMember Rich Theis introduced the following resolution and moved its adoption: RESOLUTION NO. 84 -180 RESOLUTION ADOPTING THE 1985 SINGLE FAMILY REVENUE BOND PROGRAM FOR THE CITY PURSUANT TO MINNESOTA STATUTES, CHAPTER 462C WHEREAS, Minnesota Statutes, Chapter 462C (the "Act authorizes the City of Brooklyn Center, Minnesota (the "City to develop and administer programs of making or purchasing mortgage loans to finance the acquisition of single family housing units located anywhere within its boundaries for occupancy primarily by persons of low and moderate income; and WHEREAS, the Act requires the adoption of a housing plan (the "Housing Plan after a public hearing held after the publication of notice of the hearing at least thirty (30) days prior to the public hearing; and WHEREAS, Section 103A(j)(5) of the Internal Revenue Code of 1954, as amended (the "Code") requires the adoption of a housing policy statement (the "Policy Statement after the holding of a public hearing after reasonable notice, during the year preceeding the year in which the City intends to implement the Program; and WHEREAS, the Code requires the City to publish the policy statement during the year preceeding the year in which the City intends to implement the Program; and WHEREAS, on August 16, 1982 notice of a public hearing on the Housing Plan was published in the Minneapolis Star Tribune; and WHEREAS, the City by Resolution No. 82 -189 adopted the Housing Plan on September 20, 1982 after conducting a public hearing; and WHEREAS, the City has prepared the 1985 Single Family Revenue Bond Program (the "Program pursuant to the Act; and WHEREAS, on November 15, 1984 notice of a public hearing to be held on December 3, 1984 to consider the program was published in the Brooklyn Center Post and the Minneapolis Star Tribune; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of Brooklyn Center: 1 That the 1985 Single Family Revenue Bond Program on file with the City Clerk is adopted. 2. That the City Manager is authorized and directed to submit the 1985 Single Family Revenue Bond Program to the Metropolitan Council for review and to the Minnesota Housing Finance Agency for review and approval and to do all other things and take all other actions as may be necessary or appropriate to carry out the Program in accordance with the Act and any other applicable laws and regulations. That the City Clerk is authorized and directed to cause the Policy Statement to be published in a newspaper of general circulation in the City on or before December 15, 1984.
