Adjournment MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 21, 2025 CALL TO ORDER Chair Jeffrey called the meeting to order at 6:32 pm. ROLL CALL Chair Noah Jeffrey, Vice Chair Travis Bonovsky, Commissioners Joe Younglove, Jack MacMillan and Jill Dalton were present. Also present were Councilmember Laurie Ann Moore, Public Works Director Liz Heyman, Parks & Recreation Director Cordell Wiseman, Parks & Recreation Deputy Director Carissa Goebel and Community Center Supervisor Rachel Kenyon. A few members of the public also attended the meeting. APPROVAL OF AGENDA Commissioner Younglove moved to approve the agenda with the addition. Commissioner Dalton seconded the motion. The agenda was approved unanimously. APPROVAL OF NOVEMBER MINUTES Chair Jeffrey moved to approve the minutes. Commissioner Younglove seconded the motion. The minutes were approved unanimously. CITY COUNCIL LIAISON REPORT Councilmember Moore noted that everyone should encourage residents to participate in the Parks Capital Plan Survey. ELECTION OF OFFICERS Chair Jeffrey opened the floor to nominations for Chair. Commissioner Younglove re-nominated Chair Jeffrey. Commissioner Dalton seconded the motion. It passed unanimously. Commissioner Younglove nominated Commissioner Bonovsky as Vice Chair. Chair Jeffrey seconded the vote. It passed unanimously. 2025 MEETING SCHEDULE Meetings were set for February, March, April, May, September, October, November, and December. There are no scheduled meetings for June, July, & August, with the caveat that there are neighborhood meetings to potentially attend and a possible parks tour during those months. RECYCLING IN PARKS PRESENTATION Tim Pratt, Recycling Manager at the City of Brooklyn Park, presented on recycling. He discussed his background in recycling, best practices, problems, and what can be done to better the recycling in the City. He explained what could possibly be the next step. He discussed the challenges of certain containers and the limitations that other containers may exist for the City. One of the members of the public asked what the City does with recycling materials that they obtain during trash pickups. Director Heyman acknowledged that if people are able adopting a park/trail and picking up trash they should use the designated containers in the parks. Manager Pratt stated that he could help with collecting data after the 1st of April so that the City can learn what the problems are and in what areas. Chair Jeffrey inquired about getting the Recycling Amassadors in the City to present at the neighborhood meetings. 2025 COMMISSION GOALS Chair Jeffrey opened the floor to other goals along with the previously discussed recycling efforts. Commissioner Dalton offered to potentially have special recycling bags distributed to park rentals for processing separately or talking about the current direction given by the Recreation staff to rentals. Vice Chair Bonovsky brought up water contamination as an interest. Director Heyman stated that Public Works staff will also be bringing back more information as the Parks Capital Plan advances. A member of the public asked how a neighborhood could go about donating an item/feature/asset to a park. There is not a current process, but the Directors both agreed that the process would start with them and/or City Council. NEW MEMBER RECRUITMENT Chair Jeffrey asked to table this topic until the next meeting. Chair Jeffrey moved to adjourn the meeting. Commissioner Bonovsky seconded. The decision was unanimous. FUTURE MEETING The next meeting will be February 18th at 6:30pm at the Community Center.
