RESOLUTION NO. 81 -129
RESOLUTION AUTHORIZING JOINT POWERS AGREEMENT FOR NORTHWEST
SUBURBS CABLE COMMUNICATIONS COMMISSION
WHEREAS, The Brooklyn Center City Council approved a Joint Powers
Agreement for the Northwest Suburbs Cable Communications Commission on November
3, 1980 and designated Celia Scott and Gerald Splinter as Directors to the
Northwest Suburbs Cable Communications Commission; and
WHEREAS, a revised Joint Powers Agreement in accordance with Minnesota
Statutes Sections 238.08 and 471.59 has been proposed by the Northwest Suburbs
Cable Communications Commission which would continue to provide the operating
framework for the joint powers organization, comprised of cooperating
municipalities in the Northwest Suburbs known as the Northwest Suburbs Cable
Communications Commission; and
WHEREAS, the general purpose of the Joint Powers Agreement is to
establish an organization to study, prepare, adopt, grant, administer and
enforce a single nonexclusive cable communications franchise, and establish
rates thereunder, in a member cities in the Northwest suburbs of Hennepin
County, Minnesota.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of
Brooklyn Center, Minnesota, that it hereby authorizes and directs its Mayor
and City Manager to enter into and execute on behalf of the City of Brooklyn
Center the revised Joint and Cooperative Agreement establishing the Northwest
Suburbs Cable Communications Commission.
BE IT FURTHER RESOLVED THAT THE CITY COUNCIL of the City of Brooklyn
Center, hereby designates Celia Scott and Gerald Splinter to continue as
Directors to the Northwest Suburbs Cable Communication Commission.

The motion for the adoption of the foregoing resolution was duly seconded by
member Tony Kuefler and upon vote being taken thereon,
the following voted in favor thereof: Tony Kuefler, Bill Fignar, Gene Lhotka,
and Celia Scott;
and the following voted against the same: none; Dean Nyquist abstained.
whereupon said resolution was declared duly passed and adopted.
