and moved its adoption:
RESOLUTION NO. 80 -158
RESOLUTION APPROVING JOINT AND COOPERATIVE AGREEMENT WITH
NORTHWEST HUMAN SERVICES COUNCIL
WHEREAS, the Northwest Human Services Council was established
by a Joint and Cooperative Agreement between the cities of Brooklyn Center,
Brooklyn Park, Champlin, Crystal, Golden Valley, Maple Grove, New Hope,
Osseo and Robbinsdale for the purpose of planning, developing and coordina-
ting the provision of human services in suburban northwest Hennepin County;
and
WHEREAS, the work of the Northwest Human Services Council is
further underwritten by the Hennepin County Board of Commissioners which
has designated the agency as the official community planning board; and
WHEREAS, the amendments to the present agreement have been
recommended by the Board of Directors to improve the planning process
and to encourage citizen participation; and
WHEREAS, it is the intent and desire on the part of the City
of Brooklyn Center to continue its support and membership in the Northwest
Human Services Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center that they do approve and support the Northwest Human
Services Council Joint and Cooperative Agreement as amended.
BE IT FURTHER RESOLVED by the City Council of the City of
Brooklyn Center that the Mayor and City Manager be instructed to enter
into and execute the Joint and Cooperative Agreement on behalf of the
City of Brooklyn Center.

The motion for the adoption of the foregoing resolution was duly seconded
by member Bill Fignar and upon vote being taken thereon,
the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Bill Fignar,
Gene Lhotka, and Celia Scott;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
