HomeMy WebLinkAbout1999 10-27 CHCMMINUTES OF THE BROOKLYN CENTER CHARTER COMMISSION OCTOBER 27, 1999 CALL TO ORDER The meeting was called to order by Chair Wolter at 7:13 p.m. ROLL CALL Members present: Robert Cambanes, Nancy Carlson, James Holst, Sy Knapp, Todd Paulson, Janice Thielson, Tim Willson and Carl Wolter. Note: Cambanes is the newly- appointed member of the Commission. He is a long -time resident of Brooklyn Center, is employed in the Advertising department on the Star Tribune, and a free lance writer. Members absent and excused: Elizabeth Hatle, Stan Leino, Harold Middleton and Diane Sannes. Members absent: Walter Bursch and Rodney Snyder APPROVAL OF MINUTES Motion by Paulson to approve the minutes of the June 23,1999 meeting as presented. Motion seconded by Holst and passed, with Willson abstaining, OLD BUSINESS Chair Wolter noted that at the June 23 meeting agreement had been reached that one member of the Commission will attend the City Council meetings each month, and report his/her observations to the Commission. Wolter then reported that he had attended two Council meetings in July and noted the following: at the first meeting County Attorney made a presentation and asked that the City work in partnership with her office. at the second meeting the was considerable discussion regarding options for improvements to City Hall and to the Community Center. Wolter stated that, in general, he noted nothing that merited concern by the Charter Commission. Paulson reported that he had attended one Council meeting in October and had noted nothing that merited concern by the Charter Commission. Carlson noted that she has attended many regular meetings and worksessions of the Council, and expressed her concern regarding the reluctance of the Council to allow public participation in discussion of matters before the Council. Willson noted that the Charter Commission is not charged with judging the accountability of the Council's conformance with the Open Meeting law, nor with their rules of procedure. p. 1 of 2 MINUTES OF THE BROOKLYN CENTER CHARTER COMMISSION OCTOBER 27,1999 Following additional discussion, it was the consensus of the Commission that: members will continue attending Council meetings, based on the schedule agreed upon at our July 23 meeting, and Commissioner Cambanes' agreement to attend meetings in December. Accordingly, the schedule is as follows: July, 1999 Carl Wolter August, 1999....... Harold Middleton September, 1999..Elizabeth Hatle October, 1999....... Todd Paulson November, 1999... Sy Knapp December, 1999 Robert Cambanes January, 2000........ Walter Bursch February, 2000 Jan Thielsen March, 2000.......... Stan Leino April, 2000 Rod Snyder During the month they're assigned, members are encouraged to attend one regular meeting of the Council and one Council worksession. Secretary Knapp will contact City Clerk Sharon Knutson to request that copies of the agendas for Council meetings and worksessions be sent to the Commission members who will be attending the meetings for the month, as per the above schedule. MEETING SCHEDULE Chair Wolter noted the next meeting of this Commission will be held on January 26, 2000. This is the mandatory annual meeting of the Commission, at which the Nominating Committee will present its report, and the election of officers for the coming year will be held. All members of the Commission are encouraged to attend. ADJOURNMENT Willson moved the meeting be adjourned at 7:55 p.m. Motion seconded by Holst and unanimously adopted.
