SEPTEMBER 27, 1995, MINUTES
COUNCIL CHAMBERS, 7 P.M.
CALL TO ORDER:
W 'he meeting was called to order at 7:05 p.m. by Chair Eileen Oslund.
ROLL CALL:
Members present: Ulyssess Boyd, Sy Knapp, Eric Marquardt, Eileen Oslund, Todd Paulson, Rodney Snyder, Diane
Swanson, Janice Thielsen, Ted Willard, Bev Wolfe, Carl Wolter
Members absent and excused: Byron Brekke, Tony Kuefler, Bob Mickelson
Members absent and unexcused: Tim Willson
NOTE: Membership is at fifteen total members.
INTRODUCTION OF NEW MEMBER:
Chair Oslund introduced the commission's newest member, Eric Marquardt. Members present introduced themselves to Mr
Marquardt.
ADJOURN TO SUB COMMITTEE MEETING:
Motion by Rod Snyder, seconded by Sy Knapp (at 7:12 p.m.) to recess the remainder of the Charter Commission meeting until
following a sub committee meeting on the City Council -City Manager relationship.
RECONVENING OF REGULAR MEETING:
At 8:30 p.m., the regular meeting of the Charter Commission reconvened.
APPROVAL OF MINUTES:
Motion by Sy Knapp, seconded by Carl Wolter to approve the October 23rd minutes as presented. Motion passed unanimously.
CORRESPONDENCE:
A thank you letter was received from Mayor Kragness regarding the commission's written response on the "excused" absence
sue.

A letter was sent to Cam Andre, Acting City Manager, regarding the commission's suggestions on a new City Manager.
A letter was sent to the Mayor and City Council on "excused" absences.
Letters were received from Chief Judge Burke on appointment of Eric Marquardt.
OLD BUSINESS:
Firehouse Clean-Up will be October 7 at 8:30 a.m.
NEW BUSINESS:
*Discussion Regarding Appointment Process by Chief Judge:
Chair Oslund reported a citizen has informed her of her intent to be appointed to this commission to no avail. Members stated
that this decision is one made solely by the Chief Judge and appointments are at his discretion only.
*Discussion on Next Meeting:
Due to a conflict with a "We the People..." Rally on October 25th, motion was made to cancel the October meeting and the next
meeting will be November 15th (instead of November 22nd, due to Thanksgiving) in Conference Room B. Motion passed
unanimously.
*Model City Charters:
Members present were given their individual copies of the Model City Charters. Commissioners Brekke, Kuefler, Mickelson,
Swanson, and Willson will receive their copy at the next meeting.
*Commissioner Wolfe stated that she is moving out of Minnesota by the end of the year
ADJOURNMENT:
otion by Rod Snyder, seconded by Bev Wolfe, to adjourn the meeting at 8:43 p.m.
