City Council Chambers CALL TO ORDER The meeting was called to order by Vice Chairperson Eileen Oslund at 7:05 P.M. ROLL CALL Members present: Ulyssess Boyd, Roxanne Bridges, David Hildebrandt, Tony Kuefler, David Long, Robert Mickelson, Marie Nyquist, Eileen Oslund, Ted Willard, Tim Willson Members absent and excused: Ron Christensen, Myrna Kragness, Everett Lindh, Beverly Wolfe Members absent and unexcused: Susan Warner APPROVAL OF MINUTES Motion by Ted Willard, seconded by Roxanne Bridges, and passed unanimously to approve the minutes of April 28, 1993, CORRESPONDENCE Letters were sent to Chairpersons of all City Commissions, all Councilmembers and Mayor, the NorthWest News and SunFost Editors, and Brooklyn Center Communications Coordinator for City Manager's Newsletter to ask for input for possible charter changes. Letters were received from Chief Judge Burke: reappointing U. Boyd, M. Kragness, B. Wolfe; officially accepting R. Bridges, D. Long, and R. Mickelson as new members. OLD BUSINESS #Sub-Committee on the AZpointZajLt, Process: Myrna Kragness, Chair for this sub-committee, was absent tonight because of a family emergency. Therefore, the sub-committee which was going to be held prior to the full commission meeting tonight did not take place. Brooklyn Center Chartt-r Commission's Adopt-A-Park: The Administrative Assistant will contact Myrna Kragness to find out if the next park clean-up will be on July 10th at 10 a.m. as originally scheduled. Either Myrna or Carole will confirm this with members, NEW BUSINESS *Reviewal of Entire Charter: As stated above under correspondence, Chair Bev Wolfe sent letters to the City Manager, Mayor, City Council members, and Chairpersons of all City Commissions asking for their input regarding recommended possible changes to the charter. She NEW BUSINESS CONTINUED: also prepared articles for the SunPost and NorthWest News and the next City Newsletter to ask for citizen input regarding recommended possible charter changes. As of the time of this meeting, little response has been received. The City Newsletter is still yet to be delivered. As stated at our last meeting, members were asked to review the charter, or at least parts of the charter that are of interest to each individual, and to be prepared for suggesting any possible areas of updating at our next meeting. Note: Gerald Splinter, City Manager, was unable to attend our meeting tonight. Some commissioners felt the section on petitions which require signatures of registered voters should be looked at. Discussion was also held on what items need unanimous approval by the council and others required a 4/5 vote to pass, It was suggested that perhaps wording on these areas could be clarified. *Discussion of Bill Which WaC PrnT?nc;ed in the State Senate Regarding Charter Discussion was again held regarding a proposed Senate File No. 250 which: a limits charter commission membership to a total of 10 years; and b) forbids using additional signatures or additional petitions to correct an insufficiency in the number of signatures on a petition for a proposed charter amendment. The Administrative Assistant did contact the Metropolitan Council for further information on this proposed bill. She was informed that the bill never passed, but it could be presented again. Tim Willson also contacted Betzold for his explanation for the proposed bill. Basically, the language tightens up both items a and b listed above. After some discussion, it was decided that this issue should be tabled and that members should keep abreast of the status of this proposal, i.e., whether it gets presented again in the future. NEXT MEETING DATE It was the consensus of members present to next meet on Wednesday, September 22, 1993, at 7 P.M.
