City Council Chambers CALL TO ORDER The meeting was called to order by Chairperson Bev Wolfe at 7:04 P.M. ROLL CALL Members present: Ulyssess Boyd, Roxanne Bridges, David Hildebrandt, Myrna Kragness, Everett Lindh, Robert Nickelson, Marie Nyquist, Eileen Oslund, Susan Warner, Tim Willson, Beverly Wolfe Members absent and excused: Tony Kuefler, David Long, Ted Willard Members absent and unexcused: Ron Christensen NOTE: The membership is now complete with 15 members. INTRODUCTION OF NEV XEXBERS At this time, Chairperson Bev Wolfe had the new and present members introduce themselves. APPROVAL OF MINUTES Motion by Myrna Kragness, seconded by Tim Willson to approve the minutes of January 27, 1993. Notion passed unanimously, with the exception of the two new members present abstaining. At this time, Chairperson Wolfe noted that because of the fact that we did not have a full membership in February, and the two sub-committees did not have time 4. to meet before the scheduled meeting of February 24, that meeting was cancelled. CORRESPONDENCE Letters have been received from Judge Burke appointing the three members as well as reappointing Myrna Kragness and Beverly Wolfe. Letters were sent to the Northwest News and the SunPost regarding tonight's meeting. OLD BUSINESS *Sub-Committee on the AT)pointment PrncesaL Myrna Kragness, Chair for this sub-committee, asked that members meet briefly after tonight's meeting to set their next meeting date. #Sub-Committee on the Preamble: Eileen Oslund, Chair for this sub-committee, stated her committee met on March 20, 1993. Minutes from that meeting were passed out at tonight's meeting. To update Sub Committee on the Preamble: Continued new members, Eileen summarized events regarding this subject from the beginning. She also stated that she had contacted an attorney for the League of Munici- palities for advice regarding the preamble to the charter. She stated he quizzed her why we wanted one. She also stated that Brooklyn Center citizens were not really interested in one, nor was the City Council She concluded that the Charter Commission members would really be the ones to benefits from one. Her suggestions as stated in the minutes of March 20 were to include the "preamble" at the beginning of the Rules of Procedure. It was suggested to title it "Preamble to the Brooklyn Center Home Rule Charter Commission", It was suggested that the word Commissions" be added after Charter in the second sentence of the first paragraph. Another suggestion was that the first sentence of the second paragraph should read: The preamble provides a summary and expresses the philosophy of the Charter Commission at this time (1993). This sentence along with all statements following it in the minutes of March 20 will be added like a footnote. Motion by Robert Mickelson, seconded by Ulysses Boyd to adopt the preamble with amendments noted above as part of our Rules of Procedure and not part of the charter. Au(iit_Q a i r Myrna stated that she contacted the City Manager regarding the legal expenses charged against the Charter Commission's 1992 budget. She was told that we are being charged $100/hour for legal fees. She again reiterated the fact that there was not a problem that the commission went over their allotted $1,500 annual budget in 1992, *Brooklyn. Center Charter Gnmmiq!=;i on AdnDt Myrna Kragness reminded all members that the next clean up date that was set up for our park (Firehouse Park) was April 10th, the day before Easter. It was decided instead to do it on Saturday, April 17th, at 10 a.m. *XQmbershJ_p3ecngnitinn Plaque for Allen Anderson: Chair Bev Wolfe stated that Allen Anderson, past member for the last 8 years and 1992 chairman, received his recognition plaque at the City Council meeting on -Monday, March 22, 1993. NEW BUSINESS *Reviewal of Rnttre Charter: Chair Bev Wolfe stated that she had three suggestions for reviewing the entire charter. 1. All members should review the charter to see if there are any changes needed/ questioned by our next meeting, 2. Bev will write letters to the City Manager, Mayor, and City Council members asking for their input regarding recommended possible changes to the charter. 3. Bev will prepare articles for the SunPost and NorthWest News and possibly the next City Newsletter to ask for citizen input regarding recommended possible charter changes. The commission was in consensus to have Bev ask someone from North Hennepin Leadership Academy to attend our next meeting. Administrative Assistant Chair: Beverly Wolfe Secretary: David Hildebrandt 3 of 3 Pages 3-24-93 0 0 PREAMBLE TO THE BROOKLYN CENTER HOME RILE CHARTER COMMISSION The people of Brooklyn Center have both the right and the responsibility to participate in all phases of city government. In order to ensure these rights, the Brooklyn Center City Charter Commission seeks to: foster a sense of community; provide for openness in all phases of city government that encourages communication between people and government; encourage broad representation in city government and city staff that reflects the diversity of the community; provide fair taxation for protection, recreation, and economic well- being of the community; ensure the accountabilities of the Mayor, Council, Commissions, and staff. The preamble provides a summary and expresses the philosophy of the Charter Commission at this time (1993), The preamble is intended to serve as a guide for the commission when considering changes in the charter. For example, one could question a proposed change in terms or the various rights in relation to the proposed change: Does the change ensure the right of citizens to participate in local government? Doer the change ensure the accountability of the City Council? This preamble can be adopted by a majority vote of the Charter Commission and can be modified or dropped by a majority vote of any future Charter Commission, 0 March 24, 1993
