A letter was sent to City Attorney Charlie LeFevere with proposed revisions as
tat in our February minutes to Section 3,0 for his comments, Chairperson

The Mayor or any twc members of the Council may call special meetings of the
Council upon at least twenty-four (24) hours' written notice to each member of the
Council. Such notice shall be delivered personally to each member or shall be it
left at the member's usual place of residence with some responsible person. All
meetings of the Council shall be in compliance with the Minnesota Open Meeting
Law, and any records thereof shall be made available at all reasonable times,
Motion by Mona Hinztman, seconded by Everett Lindh to accept the above wording for
Section 3,01 of the City Charter, and it should be sent to the City Council for
their approval, Motion passed 7 yes, 0 no, 0 abstaining, and 5 absent.
*aagtion 2,05. Council Vacancies
Commissioner Hildebrandt (an behalf of Allen Anderson, chair of the sub-committee
for this topic) stated that the sub-committee net on March 12th, Minutes of that
meeting were passed out tonight. Their recommendations are summarized as follows:
A person appointed to fill a vacant Council position cannot serve for more than
one year, if the remaining term of the vacant position exceeds one year, the
vacancy most be filled by a special election, If more than two people file for
a vacant council position in a special election, a primary shall be required.
All members present (7 total) more in favor of these changes for Section 2,05.
Next, the sub-committee needs to work out the wording for that section incor-
porating the above recommendations so the full commission may review/discuss it.

The Administrative Assistant stated that she has checked with the judge's clerk on
the status of Ran Christenson's reappointment as well as any new appointments. To
date, no response has been received,
NEXT MEETING DATE
it was the consensus of the members present to tentatively set our next meeting
date for Wednesday, April 24, 1991, at 7 p.m.
