MINUTES
APRIL 29, 1987

CALL TO ORDER
The meeting was called to order by Chairman Dennis Kueng at 7:04 P.M.
ROLL CALL
Members present: Allen Anderson, Marie Castle, Benjamin Chatelle, Ron
Christensen, Edward Conners, Donn Escher, Mary Heitzig, Mona
Hintzman, Tony Kuefler, Dennis Kueng, John Lescault, Everett

Members absent and excused: Neil Smeaton
Also present: Phil Cohen
APPROVAL OF MINUTES
Motion by Mona Hintzman, seconded by Ed Commers to approve the minutes of February
25, 1987, as submitted. Passed unanimously.
OLD BUSINESS
*Correspondence
Chairman Kueng acknowledged a copy of the letter which was sent to the Brooklyn
Center Post regarding tonight's meeting and our new meeting time.
*Elections Amendment
The public hearing on the proposed ordinance was held at the March 23, 1987, City
Council meeting. This ordinance states that the Mayor's term is extended through and
including December 31, 1990; that the terms of Council Members Hawes and Theis are
extended through and including December 31, 1988; and that the terms of Council
Members Lhotka and Scott are extended through and including December 31, 1990.
NEW BUSINESS
*Rules of Procedure
Chairman Kueng asked if any of the commissioners (after reviewing the Rules of
Procedure dated April 23, 1980) had any suggestions for changes.
Mr. Kuefler stated that he would like to see the Charter Commission amend the Rules
of Procedure to provide written notification to all political organizations when the
Charter Commission is planning to make a major change in the charter and invite them
to a specific public hearing on that issue. An alternative to this suggestion was
that perhaps an article in the Brooklyn Center Post with a brief agenda would be most
effective. It was also suggested that "interested parties" could register with the
Charter Commission (perhaps yearly) to receive copies of all minutes and agendas, and
that articles in the Brooklyn Center Post could be stated to that effect.
Mr. Escher suggested that the Charter Commission should make gender changes in the
rules along with any other changes suggested at this time.
Mr. Christensen stated he thought the rules should be more definitive, especially in
the following areas: excused absences; dates of commissioner's terms; annual report
content; annual meeting proceedings.
At this time, it was suggested that an updated copy of the Minnesota Statutes be made
and circulated to members for their review. There are many instances in the Rules of
Procedure that reference MN Statutes, Chapter 410.
Chairman Kueng asked for volunteers for a sub committee on the rules of procedure.
Members will be Tony Kuefler, Donn Escher, Dennis Kueng, and Mary Heitzig as Chair.
Their charge is to review the rules of procedure and suggest recommendations (either
deletions or additions) to make it read clearer. These recommendations should be
presented to the full commission before their next meeting. Chairman Kueng reminded
the sub committee that City Hall and the Brooklyn Center Post must be notified of any
sub- committee meetings.
Mr. Commers stated that the certificate of appreciation of service for Ernest
Erickson was presented to him at a City Council meeting in March.
NEW BUSINESS
Chairman Kueng recognized Mr. Phil Cohen, who at this time requested that he receive
copies of the Charter Commission's minutes and agendas. He stated they should be
sent to him at 5302 Humboldt Ave. N., Brooklyn Center, MN 55430.
Mr. Cohen also stated that the Charter Commission should be aware of a bill being
presented by Bill Luther regarding uniform local government elections which would not
take effect until 1993. This bill will be presented at the next legislative session.
NEXT MEETING DATE
The next Charter Commission meeting will be held on Wednesday, September 30, 1987, at
7 P.M.
ADJOURNMENT
Motion by Marie Castle, seconded by Tony Kuefler to adjourn the meeting at 7:54 P.M.
