CALL TO ORDER
The meeting was called to order by Chairman Dennis Kueng at 8:03 P.M.
ROLL CALL
Members present: Ernest Erickson, John Lescault, Jean Schiebel, Barbara
Sexton, Edward Commers, Mary Heitzig, Dennis Kueng,
Marie Castle, and Everett Lindh
Members absent and excused: Donn Escher, Neil Smeaton
Members absent and unexcused: Benjamin Chatelle, Mona Hintzman, and
Allen Anderson
APPROVAL OF MINUTES
Motion by Edward Commers, seconded by Mona Hintzman to approve the
minutes of September 17, 1986.
CORRESPONDENCE
The following people were sent information on how to apply for member-
ship to the Charter Commission: Todd Paulson, Bill Barbeau, and Robert
Swart. As of this date, we have received no information from Chief
Judge Forsythe regarding the appointment of any of these people.
Chairman Kueng stated he received some information from Mr. Splinter,
City Manager, regarding fair campaign practices and use of funds. He
stated this material was available to anyone to see if they so desired.
OLD BUSINESS CHARTER AMENDMENT
Edward Commers, Chairman of the sub committee on the elections issue,
reiterated events since the date of the last sub committee meeting which
was September 30, 1986. At that meeting, it was decided to obtain costs
for the following: 1) a mailer to all Brooklyn Center homes; 2) news-
paper ad; 3) Channel 7 release; 4) press release to Brooklyn Center
Post, and 5) candidate forums.
Regarding the mailer to all Brooklyn Center homes, it was found that
a minimum cost (estimated) would be $1,837.30. The cost for an ad in
the community section of the Minneapolis Star would run $431.53.(1/4
Page). The cost for an ad in a special edition of the Brooklyn Center
Post to all residents (112 page) would cost $265.00. The release on
Channel 7 cable is free.
Mr. Commers contacted all sub committee members on October 13 and 14;
their decision was to go with the newspaper ads and Channel 7 TV.
Ernie Erickson was contacted to place the ad in the Brooklyn Center Post
special edition. Ed Commers prepared the announcement for Channel 7
TV and sent it on to Geralyn Barone at the City Hall for public informa-
tion between October 15- November 3. Mary Heitzig was contacted to place
the item in the Minneapolis Star. Rough copies of the ads were circulated
for commizi.on members to see. The announcement for Channel 7 TV was
also circulated.

As there was no further old or new business, the next meeting date was
set for Wednesday, November 19, 1986, at 8 P.M.
ADJOURNMENT
Motion by Everett Lindh, seconded by Mary Heitzig to adjourn this
meeting at 8:19 P.M.
