T APPROVA-Li OF 1I1TUTES m otion by Dennis Kueng, seconded by Ernest Erickson to approve the minutes of May 23, 1 984, as typed. D, passed unanimously. OLD- BUSINESS Status of Elections Amendment: In regard to the motion passed at the !Jay 23, 1084, meeting re-'arding elections, Chairman Escher stated that an article regarding the pro- posed changes was published in the June 14 Brooklyn Center Post and the fall Newsletter as requested by the Charter Commission. r agenda items Splinter stated that due to a heavy load of various a,,, that will be before the Citv Council in the immediate future, the Cit Charter Commission should have the first hearing on the amendment presented to the City Council or I 19. If there should be a change from this (late, we will be notified. Code of Ethics: Chairman Escher briefly reviewed the Commission's considerations of a Code of Ethics over the past few years. It is the intent of the Commission to see if such a code could be put together to possibly encompass city employees, and/or appointed administrators, and/or elected officials either by means of an ordinance, personnel manual, and/or council resolution. A rough draft of a code of ethics was presented by City 1 Splinter for review by the Charter Commission. It was expressed that somewhere in the cod.e should be what type of disciplinary action could be taken for violation of the code whether the person was an employee, appointed administrator, or elected official. it was also questioned if the Section 1O.A of the 14 Statutes would cover City Council members, and if the City 1 1"ianager would send a copy to the commissioners. Motion was made by Ernest Erickson and seconded by Bill liannay that the rough draft submitted by 1 1 ,'r. Splinter tonight to the Charter Commission be adopted as a Code of Ethics for the City of Brooklyn Center and that the' City 11 keep the Charter informed of its status. 1 1 1 Fotion by Ernest Lrickson, seconded by Dennis Yueng to table this mctib�ri.. Passed unanimously. Commissioners also requested a written attorney's opinion as to what pre-exempts for an elected official. The 'Code of Lthics will again be discussed at the next meeting, which will be Fovember 28 at 8:00 P. T i 1 _Ij T BUSINES The following persons have terms which expire on December 1, 1984: Vincent Tubman, Donn Escher, Jean ]_)chiebel, 7 i. illiam I'annay, and John Lescault. John Lescault, Jean Schiebel, and Donn Escher filled vacancies, so they could, be reappointed for one more four-year term if it is the wish of the Commission and the person involved. The judge is guided by the feeling of the local commission. Therefore, Chairman Escher asked the Commission to think, about their feelings as far as reappointing these three people to one more four-year term. If these three people are reappointed to one more term, the Charter Commission would still have three vacancies come December. It was decided to write letters to some former Charter Commission members to ask if they would be interested in being appointed again. If anyone knows of a person that might be interested in serving; on the Charter Commission, PlEa3e let Ernest Erickson know.
