April 27, 1983
CALL TO ORDER
The Charter Commission was officially called to order by Chairman
Beauchane at 8:35 P.I =i.
ROLL CALL
I1lembers present: Michael Beauchane, Donn Escher, ;:William Hannay,
Jean Schiebel, Barbara Sexton, Vincent Tubman,
and Mary Heitzig
Members absent: John Lescault (excused); .Ernie Erickson, Dennis
Kuer4 Neil Smeaton, and David Knutson.
APPROVAL OF MINUTE
Motion by Donn Ascher, seconded by Jean Schiebel, and passed unani-
mously to approve the minutes of_`.Rarch 23, 1983, with the following;
corrections or additions:
1. Under "Roll Call" it should be added that David Knutson was
absent and unexcused.
2. Under "Discussion of City Manager's Responses re�,,arding
Sec. 12.02, Mr. Splinter will check on Supreme Court ruling;
regarding; oaths. Also, in the last paragraph of this section,
Mr. Splinter will be setting back to the Commission by May on
Section] 3.03 instead of 3.02 as originally typed.
REVIEW OF KALEIDOSCOPE
Kaleidoscope was briefly discussed. One person left their name as a
prospective commissioner, and this person should be contacted.
ETHICS PROPOSAL
It was decided by the commissioners that we would wait for the copy
of the state law on elected officers from Mr. Splinter, as well as
his responses before future action is to be taken.
POSSIBLE CHARTER CHANGES
It was £'ecided that a proposed transmittal with charter changes be
prepared and presented at the next meeting.
COMMISSIONER RESIGNATION
The Charter Commission members were informed by Chairman Beauchane
that he has received a letter of resignation from Jay Hruska. At
this point, it was briefly discussed about who should receive plaques
of appreciation for service on the commission.
NEXT TVIEE TI NG DATE
The next Charter Commission meeting will be held on May 29 at 8 :00 P.M.
ADJOURNMENT
Motion by Donn Escher, seconded by Mary Heitzig, and passed unanimously
to adjourn the meeting at 9:5; P.M.
