MINUTES
Meeting of October 27,1982
1. Call to order:
The meeting was called to order at 8:00 pm by chairman
Beauchane.
2. Roll call:-
Present: Commisioners Beauchane, Hannay, Lescault, Erickson,
Smeaton, Kueng, Tubman, Hietzig, Schiebel and Maik.
Absent: Commissioners Escher(excused), Hruska, Knutson and
Sexton.
3. Approval of June 23, 1982 minutes:
Commissioner Erickson moved and commisioner Hannay seconded
that the minutes of the June 23, 1982 meeting be approved as
read. Motion carried.
4. Chairman Beauchane updated the commission with respect to the
following:
A. Secretary. Search for a secretarial assistant is still
under way with the assistance of the City Manager.
B. Correction of typographical errors. It was the City Manager's
conclusion that the most appropriate procedure was to handle
these items as "housekeeping" amendments to the charter. A
letter to the Council will be prepared accordingly.
C. The City Manager is in the process of drafting wording on
the discrepencies noted in the Charter in our April, 1982
meeting.
5. Ethics Subcommittee:
Commissioner Erickson presented a draft of a uniform code of
ethics with the intention of suggesting that the City adopt a
policy whereby a procedure would be implemented requiring
city employees, elected officials and appointees to annually
sign a statement acknowledging their understanding of the City's
policy with respect to ethical standards.
After a lengthy discussion, the commission directed the following
individuals to draft a letter to the City Manager suggesting
his review of the Commission's proposal!

6. Nominations committee:
Chairman Beauchane appointed the following indivivals to
comprise the nominations committee for the purpose of
placing names in nomination for the positions of Chair,
Vice Chair and Secretary at the January, 1983 annual meeting:
Commissioners: Hietzig Maik and Kueng.
7. Old charter amendment proposals.
Chairman Beauchane provided the commission with a list of
charter amendment proposals which were dropped through the
years for various reasons. Commissioner Hannay moved and
commissioner Lescault seconded that the review of these items
be deferred until the next meeting.
