HomeMy WebLinkAbout1980 04-23 CHCMMinutes of the Proceedings of the Brooklyn Center Charter Commission April 23, 1980, City Hall, 8 p.m. Call to order: The meeting was called to order by Chairman William Hannay. Present: Michael Beauchane, Jack Boldischar, Jerry Campion, Robert DeVries, Ernie Erickson, Ray Maik, Bill Hannay, Jean Schiebel, Donn Escher, and Vince Tubman.were present. Absent: Mary Simmons and Ann Wallerstedt had other meetings. Locked out: The City Hall was locked at 7:30 p.m. A city employee unlocked the front door for us. Minutes: Commissioner Escher discussed with the City Manager the ___ucrofilming of Charter Commission records. Two sets of microfilm will be made with no charge to the commission. Commissioner Escher asked the other commissioners to check their minutes from April 29, 1964 through today. He found minutes for November 22, 1966, December 1967, May 1968, nothing for 1969, August, 1970 and nothing for 1971. Are some of the minutes missing? Motion by Commissioner Erickson, seconded by Commissioner Schiebel that the minutes be approved as amended. Motion carried. Secretarial Assistant's Pay: Motion by Commissioner Hannay seconded by Commis- sioner Erickson that commencing with this meeting our secretarial assistant be paid at the rate of $6 per hour. Motion carried. Rules of Procedure: Corrections to proposed Rules of Procedure, X. Year should be 1980 not 1979. Under X. C. 2. fourtl "fore "should be "for." Under X. D. change "Changes" to "Amendments." Under X. D. 3. "The Charter Commission may not alter the petition amendment.Within 45 days of receipt of a petition that fully meets the requirements of M.S. 410.12, the Charter Commission shall forward the petition to the City Clerk with a letter of transmittal." Motion by Commissioner Escher seconded by Commissioner Maik that new Article X Rules of Procedure be approved as submitted to the Commission March 19 and amended in discussion. Motion carried. TV Meetings A. no change B. no change C. A majority of all the actual members membership of the commission shall constitute a quorum to do business. D. A simple majority of those voting on the question shall rule. Where ehanges When final votes on is the charter are considered, a two thirds affirmative vote of the actual membership with never less than 8 affirmative votes shall be required for passage. These rules and procedures can be changed at any time by a majority vote of the commission, after a 39 20 day prior written notice to all commission members outlining the proposed changes. 2. F. no change G. no change Motion by Commissioner Escher seconded by Commissioner Maik that Article IV Rules of Procedure be adopted as initially approved at the February 27th meeting. Motion carried. Amendment 3: Changes to amendment 3 were presented. Amendment 25: Motion that proposals for Amendment 3 and 25 lay over until the next meeting. Motion by Commissioner Erickson, seconded by Commissioner Maik. Motion carried. Amendment 9: The amendment will stand as it is. It was approved at the February meeting. Commissioner DeVries will write reasons for amendment. Next meeting: The next meeting of the Charter Commission will be Wednesday, May 28. Adjournment: Motion by Commissioner Tubman, seconded by Commissioner Escher that the meeting be adjourned. Motion carried.
