HomeMy WebLinkAbout1980 01-09 CHCMMinutes of the Proceedings of the Brooklyn Center Charter Commission January 9, 1980, City Hall _Call to order: The meeting was called to order at 8:06 p.m. by Chairman William Hannay. Present: Commissioners Michael Beauchane, Jack Boldischar, Robert DeVries, Ernest Erickson, Donn Escher, William Hannay,Raymond Maik, Jean Schiebel, and Vincent Tubman were present. Absent: Commissioners Jerry Campion (called), Orlander Nelson (called), Mary Simmons (called), and Ann Wallerstedt (called.) Approval of Minutes: Commissioner Beauchane said that he was not opposed to Amendment 25, but wished to abstain because more time should be given to consider a charter change. The minutes were approved as amended. Annual Report: Motion by Commissioner Beauchane, seconded by Commissioner Tubman to accept the chairman's Annual Report. Motion carried. Audit Chairman's Report: Motion by Commissioner Escher, seconded by Commissioner Maik to accept the Audit Chairman's Report. Nominating Committee: Commissioners Beauchane,. Chair; Escher; and Wallerstedt were on the Nominating Committee. Chairman Beauchane presented the following slate: Chairman William Hannay Vice Chairman Robert DeVries Secretary Donn Escher Chairman Hannay asked from nominations from the floor. There being none, nominations were closed. Motion by Commissioner Erickson, seconded by Commissioner Schiebel that a white ballot be cast as presented. Motion carried. Public Relations Chairman: Chairman Hannay appointed Commissioner Beauchane as Public Relations Chairman. Audit Chairman: Chairman Hannay appointed Commissioner Schiebel as Audit Chairman. Parliamentarian and Chairman of Rules Committee: Chairman Hannay appointed Commissioner Escher as parliamentarian and Chairman of Rules Committee.. It was generally agreed that this position would not be included on the Executive Committee. Amendments to Charter: Amendments to Charter were reveiwed and typing errors were 0 corrected. Chairman Hannay will be presenting additional changes to the charter at January 28 Council meeting. Brooklyn Center Charter Commission January 9, 1980 page two Resignation: Chairman Hannay read Edwin Theisen's resignation to the commission. The letter advised the commission to maintain trust and creditability by considering what was right and important to the people. A verbal resignation was received from Cheryl Asplund. She also turned in her books and records. Motion by Commissioner Erickson, seconded by Commissioner Escher that both resignations be accepted. Motion carried. Certificates of Recognition: Certificates of Recognition were prepared for James Flakne, Edwin Theisen, Betty Johnson, and Barbara Swart. Next meeting: The next meeting of the charter commission will be Wednesday, February c:. Fay of secretarial assistant will be on the next agenda. Adjournment: Motion by Commissioner DeVries, seconded by Commissioner Schiebel. Motion carried.
