RESOLUTION NO. 82 -248
RESOLUTION APPROVING COLLECTIVE BARGAINING AGREEMENT BETWEEN
THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL NO. 49,
AFL -CIO AND THE CITY OF BROOKLYN CENTER
WHEREAS, the Public Employment Labor Relations Act of 1971, as amended
thereafter, requires a written contract between the employer and the exclusive
representative of a recognized bargaining unit; and
WHEREAS, the International Union of Operating Engineers, Local No. 49,
AFL -CIO has been designated as the exclusive representative for the Brooklyn Center
Public Works employees bargaining unit; and
WHEREAS, the membership of Local No. 49 and the City Manager have agreed
upon a negotiated Master Labor Agreement between the Metropolitan Area Management
Association (MAMA), representing the Cities of Blaine, Brooklyn Center, Brooklyn
Park, Burnsville, Circle Pines, Columbia Heights, Cottage Grove, Crystal, Eden
Prairie, Edina, Fridley, Golden Valley, Hopkins, Minnetonka, Mounds View, New Hope,
Oakdale, Richfield, Robbinsdale, Roseville, St. Anthony, St. Louis Park, and White
Bear Lake and the International Union of Operating Engineers, Local No. 49, AFL -CIO; and
WHEREAS, the agreement includes the following terms and conditions of
employment:
1. LENGTH OF CONTRACT.
The agreement shall cover the period from January 1, 1983 through
December 31, 1984.
2. WAGE RATES.
A. The following wage schedule will be in effect from the first
payroll period in 1983 through the last payroll period in 1983:
Heavy Equipment Operator $10.70 per hour
Light Equipment Operator $10.25 per hour
B. New employees will start at a wage rate equal to 90% of the
contract rate for the job classification into which the employee
is hired for the employee's first year. This rate will increase
to 95% of the contract rate for the employee's second year, and
move to the contract rate for the employee's third year of employment.
3. INSURANCE.
The City will contribute up to a maximum of $125 per month per
employee for group health and life insurance, including dependent
coverage.
WHEREAS, the City Manager recommends employer approval of the agreement:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn
Center to authorize the Mayor and City Manager to execute the 1983 -1984 Master Labor
Agreement between the Metropolitan Area Management Association representing the afore-
mentioned cities, including the City of Brooklyn Center, and the International Union
of Operating Engineers, Local No. 49 AFL -CIO, and dated December 16, 1982.

The motion for the adoption of the foregoing resolution was duly seconded by
member Celia Scott and upon vote being taken thereon, the following
voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and
Rich Theis;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
