and moved its adoption:
RESOLUTION NO. 81 -272
RESOLUTION CONCERNING THE ISSUE OF PROVIDING COMMUNICATIONS/
DISPATCH SERVICES WITHIN HENNEPIN COUNTY
WHEREAS, the City of Brooklyn Center has reviewed and analyzed the
draft report on Communication /Dispatch Services prepared by the Hennepin County
staff; and
WHEREAS, the draft report recommends that the "Hennepin County Board
of Commissioners should establish a policy'that emergency communications and
dispatch is most appropriately a county function and responsiblility;" and
WHEREAS, the County draft report suggests that cities providing their
own communications /dispatch services should be taxed for the county provided
system in addition to the costs of providing their own system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of
Brooklyn Center as follows:
Section 1. The City Council of the City of Brooklyn Center appoints
Council Member Gene Lhotka and City Manager Gerald Splinter
to participate on a committee to represent the city's interest in this matter.
Section 2. The City Council of the City of Brooklyn Center takes
great exception to the draft county report and requests the committee established
in Section 1 to prepare and present a Majority Report representing the 76 per cent
of the county's population serviced by cities providing their own communications/
dispatch service.

The motion for the adoption of the foregoing resolution was duly seconded by
member Bill Fignar and upon vote being taken thereon, the
following voted in favor thereof: Dean Nyquist, Tony Kuefler, Bill Fignar,
and Gene Lhotka;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
