Brooklyn Center Charter Commission
May 23, 1979, City Hall, 8 P.M.
Meeting had first been cancelled because no notice had been given in the
May 17 Brooklyn Center Post and no posting on board at City Hall.
Meeting was then called again because notice had been printed in the
May 3 Brooklyn Center Post. In the interim, some commissioners had made
other plans and were unable to attend the meeting.
Present: Commissioners Cheryl Asplund, Robert DeVries, Ernest Erickson,
Donn Escher, Ray Maik, William Hannay, Edwin Theisen, and
Vincent Tubman were present just making a quorum.
Absent: Commissioners James Flakne, Michael Beauchane (conflict),
OrlanderNelson(conflict), Jerry Campion, Barbara Swart, and
Ann Wallerstedt (conflict).
Commissioner Asplund stated that consistent notice of the meeting had not
been given and that the Public Relations Chairman was not
performing. She then walked out at 8:10 p.m. This left the
commission without a quorum.
Reappointment: Commissioner Betty Johnson did not wish to be reappointed,
creating a vacancy.
Kaleidoscope: Report was delivered to the commission from Commissioner
Wallerstedt.
Theisen Study Committee: Commissioner Theisen stated that Amendment 6
with "shall compel attendance" was confusing and that this
amendment should be dropped.
Amendment 4 on quorum was tabled. Is there any problem with
changing quorum?
Amendment 2 The statement should be added "Incumbents shall be
deemed to have first occupied office following their next
election to their present position." ado other communities in
the state limit number of terms. Peskar believes we should
study this further since no other communities in the state
limit terms of office. The city never runs short of candidates.
Maik Study Committee: Commissioner Maik reports problems with all three
amendments.
Committees are to make list of questions for Stanley Peskar.
The meeting disbursed about 8:40 p.m. Commissioner Swart
arrived at 8:45 p.m.
