'Neal Smeaton also applied but was out of town. Call to order: Vice Chairman James Gillen called the meeting to order at 8;10 p.m. Presetit: Commissioners Cheryl Asplund, Robert DeVries, Jerry Campion, Williar.� Hannay, Mona Hintzmar., Frank Kampmeyer, James Gillen, Edwin Theisen, and Alin Wallerstedt were present. Orlander- Nelson arrived at 8:1.3 p.m. and Vincent Tubman arrived at 8:?2 p.m. Absent: Commissioners Betty Johnson and Barbara Swart were ab-ent, Minutes: Motion by Commissioner Asplund, seconded 1 71 y Co=issioner Campion that the of October 25 be approved. 'Motion carried unanimously. Resignation: Vice-Chairman Gillen announced that Chairman Kanatz had resigned from the Charter Commission. Both her resignation and Commissioner Higgins resignation were submitted to Chief Judge Eugene Minenko in a letter dated November 8. 0 1 Commissioner Orlander Nelson arrived at 8:13 p.m. Nominating Committee: Vice-Chairman Gillen appointed Commissioners Gillen, H and Kampmeyer to the Nominating Committee.. These three co-noissioners' terms expire February 3, 1979 and cannot be reappointed. Motion by Commissioner Theisen, seconded by Commissio-ner Hannay t the :nominating committee be approved. Motion carried unanimously, Service Award Certificates: Commissioner Asplund as Public Relations Chairman was in charge of certificates for appreciation of serV4Ce t -fj to Richard Higgins and Viola Kanatz. New Business: Motion by Commissioner Asplund, seccuded by Ccmmissioner Hannav that before any amendment change to the charter is sent to City Council, that the Charter Commission secure its own legal counsel, Commissioner Vincent Tubin-an arrive at 8:22 p.m. Commissioner Asplund withdrew her -motion, IIotion by Commissioner Asplund that a committee be established to review our rules of procedure, Second was made by Commissioner DeVries. Conanissioner ASplund added that It is difficolt to pass amendments on the ballot, the public has to be convinced to vote for the amendment. C 4 S S jo ner Hannay stated that if the voter is confused, the voter will vote no when too wany amJndlments are on the ballot at a time. Only two amendments should be on the ballot at one time. As commissioners go over the amendments not passed by the City Council some will be restudied later, and others will be changed and sent back to the City Council. Amendment 5: Motion by Commissioner DeVries, seconded by Commissioner Camplon that "S 5tate Open Meetir!g Law" be changed to "Minnesota Open Meeting Law." Motion carried unanimously. Commissioner Asplund, seconded by Commissioner Nelson that the Charter Commission accept the counciVs recommendation, Motion carried unanimously. Amz:indmenus 19 and 20: Executive Committee is to discuss this with City Manager and bring back to January meeting. Amendment 21: Motion by Con-missloner TCIeisen, seconded by Commissioner Hannay that Charter Commission accept City Council's recommendation. Motion carried unanimously.
