Call to order: The meeting was called to order at 8:10 p.m. by Chairm'an'Viola
Kanatz.
Roll call: Commissioners Cheryl Asplund Viola,Karatz, James'Gillen;:Vincent
Tubman, Orlander.Nelson, Edwin,Theisen,. <Ann Wallerstedt, Mona
Hintzman and William Hannay, were present.
Absent: Commissioners Betty Johnson, Frank- Katnpmeye'r,,Robert DeVries, Richard
Higgins,. Jerry Campion,, and Barbara Swart were, absent.
Minutes: 'Motion by Commissioner `TtibTKan., seconded by Commissioner Hintzman

Amendment 24: Addition to the.last,.of amendments gender, be corrected
throughout the charter,:
8:25 Commissioner Barbara Swart arrived-,'quorum of ten
commissioners now present to vote on charter,change to'be sent
to City Council for action..
8 :28 Commissioner Jerry.Campion arrived at the meeting.
Amendment 1: Sec. 2.03. The Council.shall be composed of a Mayor and,f-ettf
six Councilmen who shall be registered voters of Brooklyn Center, and-
who shall be elected at large.
Motion by Commissioner Gillen-seconded by Commissioner =.t._
Amendment 1 be approved.. Commissioners.voting for Amendment-1 :were
.Gillen,', Tubman, Nelson, Wallerstedt, Hintzman,- Ha.nnay,Swart, and
Campion. Commissioners against the amendment were Aspl- und.and Theisen.
with Chairman Karatz abstaining. Motion defected.
Amendment 2: Sec. 2.03'. Each,,Counr_ilman shall serve for .a term of thr4�o.- years,
but no more than 2 consecutive terms,; f- The Mayor Aall serve far a
term of two years, but for no more than "3 consecutive terms.
Motion by Commi ssioD.'er Hannay, -.seconded by Comm i�ssion'er. Gillen that,
Amendment 2 be approved. Commissioners ,'voting fop Amendment ..were.
Gillen, Tubman, Nelson, Wallerstedt•, HintzzmO HAnnay,'Swart, and.
Campion.. Commissioners against the amendment were Asplund and Theisen
with Chairman Kanatz abstaining. Motion defeated.,
Amendment 3: Sec. 2.04. No member of the Council shall be appointed,Gi't Manager,
nor shall any member hold any paid municipal office or,employment, for
the City; and until one year after the expiration of his,term of his
resignation from the office of Mayor .or. Councilman, no former member,
shall be appointed to any full time paid appointive office or employ=

Amendment 3 (continued) Motion by Commissioner Gillen, seconded by Commissioner
Hintzman that Amendment 3 be approved. Commissioners voting for the
motion were Gillen, Hintzman, Asplund, Tubman, Nelson, Theisen, Hannay,
Wallerstedt, Swart and Campion with Chairman Kanatz abstaining. Motion
carried.
Amendment 4: Sec.'2.05. The quorum of the Council consists of three -�3} four (4)
members; if at any time the membership of the Council is reduced to
less than three {3} four (4) the remaining members may by unanimous
action appoint additional members to raise the membership to three -k3)
four (4).
Motion by Commissioner Gillen, seconded by Commissioner Hannay that
Amendment 4 be approved. Commissioners voting for the motion were
Gillen, Hintzman, Tubman, Nelson, Hannay, Wallerstedt, Swart, and
Campion with Chairman Kanatz abstaining. Commissioners against were
Asplund and Theisen. Motion defeated.
Amendment 5: Sec. 3.01. The Mayor or any two members of the Council may call
special meetings of the Council upon at least twelve- lrertr =s twenty
four hours' notice to each member of the Council.
All meetings of the Council shall be publie in compliance with the
State Open Meeting Law, and any records thereof shall be made available
at all reasonable times.
Motion by Commissioner Gillen, seconded by Commissioner Nelson that
Amendment 5 be approved.
Motion by Commissioner Swart, seconded by Commissioner Gillen that
all amendments to charter be tabled until we get a full comma Sion.
Commissioner Gillen withdrew his motion on Amendment 5,4
Those in favor of tabling were Commissioners Asplund, Gillen, Tubman,
Nelson, Theisen, Hintzman, Hannay, Swart, Campion and those opposed
were Commissioners Kantaz and Wallerstedt. Motion carried.
Motion by Commissioner Hannay, seconded by Commissioner Swart that
Commissioners begin consideration of all 24 amendments at next meeting,
Commissioners in favor were Campion, Gillen, Hintzman, Hannay, Nelson,
Tubman, Swart, and Kanatz, Commissioners opposed were Asplund, Theisen,
and Wallerstedt. Motion carried.
Next meeting: Next meeting will be Monday, June 12th or June 19th,
Adjournment: Motion by Commissioner Asplund, seconded by Commissioner Wallerstedt
that the meeting be adjourned. Motion carried unanimously. The meeting
adjourned at 8:55 p.m.
