BROOKLYN CENTER CHARTER COMMISSION
Wednesday, April 26, 1978
Call to order: The meeting was called to order by Vice Chairman James Gillen.
Present: Commissioners Jerry Campion, Robert DeVries, James Gillen, William
Hannay, Richard Higgins, Betty Johnson, Frank Kampmeyer, Vincent
Tubman, and Ann Wallerstedt were present. Commissioner Barbara Swart
arrived at 8:25 p.m.
Absent; Commissioners Cheryl Asplund (couldn't attend), Mona Hintzman (conflict)
Viola Kanatz (ill,), Orlander Nelson (couldn't attend), and Edwin
Theisen.
New Commissioner: New commissioner Jerry Campion was appointed April 18, 1978
and was introduced to the commissioners.
Minutes: Motion by Commissioner Hannay, seconded by Commissioner Kampmeyer that
the minutes of March 22 be approved. Motion carried.
Section 6.05: State statutes supercede the city charter. Motion by Commissioner
Hannay seconded by Commissioner Higgins that language be drafted to
conform with state statutes. Motion carried unanimously.
Section 7.16: The Attorney General advises the commission that there is no
reason to have this statement in the city charter. Motion by Commissioner
Hannay, seconded by Commissioner Johnson this section be considered
for deletion. Motion carried unanimously.
Section 3.01: Motion by Commissioner Hannay seconded by Commissioner Kampmeyer
that language be drafted by the city attorney to change this section.
Motion carried unanimously.
Section 3.02: This section would remain the same.
8 :25 p,m. Commissioner Barbara Swart joined the meeting.
Section 3.03: Motion by Commissioner Hannay, seconded by Commissioner Higgins
thet language be drafted to change "may" to "shall compel the
attendance of absent members." Motion carried.
Section 3.04: Motion by Commissioner Tubman, seconded by Commissioner Kampmeyer
that language be drafted adding abstentions shall be recorded.
:Motion carried.
Section 3.05: Motion by Commissioner DeVries that language be drafted changing
"legal" to "official." Motion was seconded by Commissioner Hannay.
Motion carried.
Section 3.08: Motion by Commissioner Wallerstedt, seconded by Commissioner
Kampmeyer that language be drafted that every ordinance be published
at least once in the official newspaper within 30 days of its final
passage. Motion carried.

Section 4.01: The committee recommended no change. Motion by Commissioner
Hannay, seconded by Commissioner Kampmeyer that the section be
returned to Study Group I for restudy." Commissioners Campion,
DeVries, Tubman, Hannay, Higgins, Johnson, Kampmeyer,_ Wallerstedt,
and Swart voted for the motion. Commissioner Gillen was opposed.
Motion carried. Besides notice of election and the officers to be
elected, notice should be given of issues to be considered such as
a charter change.
Section 4.02: Motion by Commissioner Hannay,. seconded by Commissioner DeVries
that language be drafted allowing three nominees to run for each
office without the need of a primary„ Commissioners for the moticn
were DeVries Gillen, Hannay, jo I`a^pme;er. Swart. Tubman,
and Wallersted. Commissioners opposed were Higgins and Campion.
This would give the independent as well as the two organized
political groups a chance in the general election. Motion carried.
Section 4.03:. Motion by Commissioner Hannay, seconded by Commissioner Tubman
that language be drafted changing to "of weekly published notice."
Motion carried.
Drafting committee: Vice Chairman Gillen announced that chairman will appoint
drafting committee. Commissioners Campion, Johnson, DeVries, Hannay,
Wallerstedt and Gillen were willing to serve.
Resignation Commissioner Higgins announced that he will be resigning at the
next charter commission meeting. He has been transferred to North
Carolina.
Next meeting: Next meeting of the Charter Commission is to be scheduled for
May 24th.
Adjournment: Motion by Commissioner DeVries, seconded by Commissioner Hannay
that the meeting be adjourned. Motion carried.. The meeting adjourned
at 9:50 p.m.
