BROOKLYN CENTER CHARTER COMMISSION
Weunesday, October 5, 1977
City Hall, 7:30 p.m.
Call to order: The meeting was called to order by Secretary Barbara Swart.
Roll Call: Commissioners Orlender Nelson, Bill Hannay, Vince Tubman, Betty
Johnson, Ann Wallerstedt, Ed Theisen, Robert DeVries, Barbara
Swart, and Phyllis Papke were present. Commissioners James
Gillen (conflict), Mona Hintzman (ill), Vi Kanatz (ill), Cheryl
Asplund (ill), nich Higgins (out of town) and Frank Kampmeyer.
Minutes: Motion by Commissioner Hannay, seconded by Commissioner Theisen
that the mime *_es of August 24 be approved. Motion carried.
Study Group II: Commissioner Hannay reported that the committee was at a
stalemate as t%e needed materials were yet not available.
Study Group III: Commissioner Theisen stated that their committee minutes of
April 25 still applied. They suggest changing section 11.01 and
11.04 to agree with section 11.05; that to acquire or lease as well
as sell a utility should go to a referendum. Motion by Commissioner
Theisen, seconded by Commissioner Hannay that the report from
Study Group III be accepted, keeping the report in consideration
for a later change in the charter. Motion carried.
Study Committees: Study Group III has completed its work and will now divide
to join the other two committees. Commissioners DeVries and Theisen
will join Study Group I. Commissioners Higgins, Johnson, and
Kampmeyer will join Study Group II.
Next Meeting: The next meeting of the charter commission is set for January 25.
Adjournment: Motion by Commissioner Nelson, seconded by Commissioner Hannay
that the meeting he adjourned. Motion carried.
