BROOKLYN CENTER CHARTER COMMISSION
Wednesday, June 15, 1977
Call to order: The meeting was called to order by Chairman Kanatz at 7:37 p.m.
Present: Commissioners Asplund,. DeVries, Hannay, Higgins, Hintzman, Gillen,
Johnson, Nelson, Kanatz, Papke, and Tubman were present.
Absent: Commissioners Hendrickx (moved from community), Kampmeyer (out -of- town),
Swart (ill) and Theisen were absent.
Minutes: Motion by Commissioner Gillen, seconded by Commissioner Hintzman that
the minutes of April 27 be approved. Motion carried.
Rule's of Procedure: Chairman Kanatz pointed out changes in the Rules of Procedure
on quorum and doing business in the September 25, 1974 minutes. Rules
of Procedure need correction. If a commissioner is unable to attend
a charter commission meeting, let the chairman know. If a quorum
cannot be present, the meeting can be cancelled.
After a discussion on changing appointment procedures in the Rules
of Procedure, the commissioners agreed on the following:
Give public notice of vacancy and how to apply. Indicate that an
application form is available from the chairman.
Interview and gather data to forward to the chief judge.
Introduce applicants to the commissioners. The commissioners
have the privilege to make a comment..
The chairman will offer to interview those who apply directly
to the chief judge.
Provide information to the applicants as to the role of the
charter commission with application form.
Motion by Commissioner Hannay, seconded by Commissioner Higgins, that
when a vacancy occurs, public notice is given, an applicant should
write or call the chairman of the charter commission. The chairman
will send an application form, information on the role of the charter
commission, and a copy of the charter. The applicant is informed that
he may write directly to the chief judge. Applicants will meet with
commission for informational purposes one hour before next charter
commission meeting. All applications will be forwarded with pertinent
information to the chief judge. Motion carried.

Resignation: Chairman Kanatz read a letter of resignation from Commissioner
Hendrickx. Motion by Commissioner Gillen, seconded by Commissioner
Higgins that the charter commission accept the resignation with regret
and that the public relations chairman present her with a certificate
of appreciation of service. Motion carried.
Report of Study Group I: Section 2.03 What is the meaning of "The council
shall be judges of the election of the mayor and councilmen
Committee will study the cost of adding two councilmen based on
current salary and benefits. Costs are minuscule compared to money
involved.
Section 2.04 "Expiration should be kept in the section,
Section 2.05 Line lb Who are the election authorities?
The committee would like to see more communication between city
departments and the council.

Section 4.02 Primary elections are a waste of money when people
aren "t interested. The.committee suggests the city not have a'
primary unless more than 4 candidates for an office. The 4
leading candidates would run in the general election,
Report of Study Group II: In Chapter 5 there are no meaningful rights for
the people. The city attorney should represent the people, not just
the council. Changes are needed so people can't be circumvented.
Next meeting: The next meeting will be Wednesday, July 20. Commission will
meet at 7 p.m. to interview applicants and 8 p.m. for regular meeting.
Adjournment: Motion by Commissioner Gillen, seconded by Commissioner Asplund...
The meeting adjourned at 10 p.m.
