HomeMy WebLinkAbout1976 05-20 CHCMMinutes of the Proceedings of the BROOKLYN CENTER CHARTER COMKISSION I* Thursday, May 20, 1976 Call to order: The meeting was called to order by Chairman Dorff at 7:40 p.m. Present: Commissioners Cheryl Asplund, Clen Bullick, Robert DeVries, Henry Dorff, James Gillen, Mildred Hendrickx, Richard Higgins, Mona Hintzman, Betty Johnson, Frank Kampmeyer, Viola Kanatz, Orlander Nelson, Barbara Swart, Edwin Theisen, and Walter Vennewitz were present as well as Administrative Assistant Ron Warren. Absent: None were absent. City Manager: City Manager Don Pass was out of tovm and unable to be present. Ron Warren, administrative assistant read a letter of transmittal and a statement from non Pass. Copies of the statement were distributed to all commissioners. Minutes: Motion by Commissioner DeVries, seconded by Commissioner Gillen that the minutes of May 13 be approved. notion carried. Attorney's bill: A detailed bill from Mr. Orian was discussed. The bill includes travel time to and from his office as well as time in the office and at our Charter Commission meetings. Motion by Commissioner Hintzman, seconded by Commissioner Higgins that the bill be paid. Motion carried. Deliberation on Charter Amendment: Commissioner Hendrickx suggested that a council person be liason between the Fire Department and the City PUnager. Commissioner Swart suggested that the Charter Commission study a full time mayor. Commissioner Kanmpmeyer considered the citizens questions How will it effect taxes? Would the present form improve services? Would it intro- duce loxaer fire insurance rates? Charter Commission took recess at 9 p.m. and resumed'at 9:15 p.m. Motion by Commissioner Gillen, seconded by Commissioner Gillen that the Brooklyn Center Charter Commission recommend to the people of Brooklyn Center that the Fire Department continues to report to the City Manager rather than he City Council as proposed in the Fire Department initiative petition for a charter chance. Commissioner Kanatz stated that she could not support the motion pro or con because it is a political issue. Those voting yes were Commissioners Asplund, Bullick, DeVries, Dorff, Gillen, Hendrickx, Higgins, Johnson, Theisen, and Vennewitz. Those voting no were Commissioners Hintzman, Kampmeyer, Kanatz, Nelson, and Swart. Potion carried. Motion by Commissioner DeVries, seconded by Commissioner Gillen that "he" be changed to "The City Manager "volunteer` be added in three places before Fire Chief, and add "who shall be from the ranks of the regular firefighters" be added after the first Fire Chief using the ad hoc citizens' committee charter amendment. page 2 May 20, 1976 Commissioner Kanatz moved the question seconded by Commissioner Asplund. Motion carried. Motion on the Charter amendment passed unanimously. Motion by Commissioner Theisen, seconded by Commissioner Asplund that Chairman Dorff present this amendment to the city council on May 24. Motion carried. Next Meeting: Motion by Commissioner Gillen, seconded by Commissioner Asplund that the Executive Committee determine the next meeting. motion carried. Adjourmenta Motion by Commissioner Asplund., seconded by Commissioner Kanatz that the meeting be adjourned. Motion carried. The meeting, adjourned at 10:20 p .n.
