BROOKLYN CENTER CHARTER COMMISSION

Call to order: The meeting was called to order by Chairman Henry Dorff at 7:35 p.m.
Present: Commissioners Richard Higgins, Mona Hintzman, Mildred Hendrickx, Betty
Johnson, Cheryl Asplund, Robert DeVries, Henry Dorff, Vi Kanatz, Barbara
Swart, Walter Vennewitz, Orlander Nelson, and Edwin Theisen were present.
Absent: Commissioner frank Kampmeyer (out of town), James Gillen (out of town) and
Glen Bullick were absent.
Minutes: Motion by Commissioner DeVries, seconded by Commissioner Hintzman that
the minutes of April 21 be approved. Motion carried.
Public Hearing Regarding Charter Amendment Petition: Commissioner Edwin Theisen,
also chairman of the Ad Hoc Citizens Committee on the Fire Department
distributed a 26 page report of the committee, a proposed ordinance change,
and a proposed charter change. He read a four page summary of the report
which proposed Brooklyn Center continue with a part -time Fire Chief, the
Fire Department continues to report to the City Manager, formal testing
of candidates not required, management by objectives, and the council's
right to govern.
Ted Willard read the proposed.changes in the ordinance and the suggested
charter amendment concerning the Fire Department.
is Members of the Ad Hoc Citizens Committee present were Edwin Theisen, Henry
Dorff, Mary Stire, Howard Heck, Kathy Binger, Vern Ausen, Jody Brandvold.
Bill Hannay and Dick Forstrom were not ready to comment on the ad hoc
committee's proposals.
Commissioner Kanatz stated that a variety of things were to be determined
by mutual agreement and how do you solve an impress? Ted Willard replied
that an atmosphere of mutual trust must be established. Commissioner
Kanatz father stated it would be disastrous if there was no mutual agree-
ment.
Vince Tubman stated that he had the impression that the councilmen would
be here to comment on the Fire Department petition. Chairman Dorff will
ask them to come to next week's hearing.
Commissioner DeVries believes that because the Charter Commission has passed
the Charter Amendment Peition on to the City Council without recommendation
that the Charter Commission cannot now recommend an alternative.
According to the Charter Commission's attorney, Steve Oman of Lindquist
Vennum, the Charter Commission can draw an amendment of its own.
Chairman had a four page letter from Steve Oman which he will have copied
for all commissioners.' The attorney has presented the Charter Commission
with a bill for $850 through April 16.

Adjournment: Motion Commissioner Swart, seconded by Commissioner Johnson that the
meeting be adjourned. Motion carried. The meeting adjourned at
9:35 p.m.
