HomeMy WebLinkAbout1972 11-29 CHCMMinutes of the Proceedings of Brooklyn Center Charter Commission November 29, 1972 Call to order: Chairman Dorff called the meeting to order at 7:40 P.M. Present: Chairman Dorff, Commissioners Bush, Gillen, Hintzman, Kampmeyer, McArthur, 11 Olson, Stanley, Kanatz, Bullick, Theisen; Blair Tremere and Barbara Sexton were present. Absent: Commissioners Britts, Johnson, Vennewitz, Welsh were absent. 4 New commissioners Glen Bullick and Ed Theisen were introduced. Approval of minutes: motion by Commissioner Kanatz, seconded by Commissioner Gillen that the minutes of May 10 be approved. The motion carried unanimously. Ado ption of Rules of Procedure: motion by Commissioner Gillen to adopt Rules of Procedure, seconded by Commissioner Kampmeyer. motion unanimously carried. Election of Vice Chairman: motion by Commissioner McArthur, Seconded by Commissioner Olson that Commissioner Gillen be Vice Chairman. Commissioner McArthur then moved that nominations be closed and a unanimous ballot be cast for Commissioner Gillen, seconded by Commissioner Theisen. Vote was unanimous that Commissioner Gillen be Vice Chairman. Review of 1972 activity to date: Chairman Dorff reviewed the 1972 activity of the Brooklyn Center Charter Commission. Report of Kampmeyer Committee: The committee had not met. Commissioner Kampmeyer recommended no change in the number of days between the primary and general election. Chairman Dorff requested that the committee draft resolutions on their work for the January Charter Commission meeting for action later by the City Council. Date of municipal primary election: Should the date of the municipal primary election be more specific in the charter? The City Charter, section 4.02 defines the date "on Tuesday at least six (6) weeks in advance of the regular municipal election while city ordinance, section 29 -402 defines the date of the local primary as "the first Tuesday after the second Monday in September." Commissioners Bush, Gillen, Hintzman, Kampmeyer, McArthur, Stanley, Bullick, and Theisen voted not to explore further changing the charter regarding the municipal primary election. Commissioner Kanatz favored further study. Commissioner Olson was not present. Vacancies: Chairman Dorff eskers commissioners to submit names of people to fill vacancies. Resignation: Chairman Dorff read letter of resignation of Commissioner McArthur. Next meeting: Wednesday, January 24, 1973, 8 P.M. City Council Chambers. Adjournment: Motion by the meeting be at 9:35 P.M. Commissioner Kanatz, seconded by Commissioner Stanley that adjourned. Motion carried unanimously.
