HomeMy WebLinkAbout1966 07-26 CHCMCHARM CORaaasSION 0 0 TIME PLACE: The Broo! Center Charter Commission met at the Village Hall, 7100 Osseo Road at 8:00 v.m. on ~uesday, July 26, 1966. THOSE ENS: William Arrell, Josevh Barnes, Henry Dorff, Marie Erickson, Quentin Gustafson, Robert Johnson, Raymond Matthys, Charles Nichols, Barbara Swart, and. Ward Whalen. Elizabeth Bush arrived at 8:06 Wilfred Zalaznik arrived at 9 :04 p.m,., and Arthur Callahan arrived at 9:54 p.m. THOSE AB5E1iT': Virginia Teach and John Winkelman. The meeting was called to order at 8:01 p.m. by Chairman William Arrel L It was reported that Virginia Teach would not be presenti, Roll call was taken. "he Chairman asked Gus Gustafson to talk to Sherrie c r9 b of the Minneavolis Star and Tribune to see if she could come out to a meeting and explain to her how far we are. The Chairman reported that he was not able to meet with Mary Jane Gustafson of the Brooklyn Center Press. An appointment was set up for Marie Erickson for next week, Motion was made by Gus Gustafson and seconded by Ray Matthys that the minutes of July 12, 1966 meeting be approved as submitted. Motion carried unanimous- ly. Mrs. Marge Anderson of the League of Women Voters and Gene Hanauska were present at the meeting. Marie Erickson reported that she had talked to the president of the League of Women Voters about a presentation of the proposed Charter by the Commission. Bill Arrell reported he would talk to the D.Q.L. and the Citizens Committee about presentation of the -proposed Charter. Ward Whalen began review of Chapter 11, Chanter 11, Section 11,01 stands Section 11.02 stands Section 11,03 stands Section 11,,04 stands Section 11.05 stands Section 11.06 stands Chapter 11 stands approved as reviewed. Chanter 12, Section 12.01 stands Section 12,02 stands Section 12.03 line 3, remove "financially" to read "benefit therefrom Motion was made by Chuck Nichols and seconded by Marie Erickson that Section 12.03 be approved as corrected. 10 in favor, 1 abstained. Motion carried. Charter Commission Minutes Chapter 12, Section 12,04 Section 12,05 Section 12.06 Section 12407 2, July 26, 1966 stands stands stands question was raised on line 11, starting with "the" through line 25, Motion was made by Chuck Nichols and seconded by Henry Dorff that line 11, starting with "the "through line 25 be referred to Maclay Hyde as to the need of this Voortioh of 12,07 to be able to continue with municipal liquor or can we continue with municipal liquor without this portion of this section. 10 in favor, 1 opposed. Motion carried; Section 12.07 is tabled until an opinion is received. Section 12 ;08 stands Section 12,09 remove lines 21 through 27, starting with "the stands approved as reviewed. Section 12,10 stands Section 12..11 stands Section 12.12 question was raised on entire section.. Motion was made by Marie Erickson and seconded by Bob Johnson to strike Section 12.12, "Intoxicating Liquor" in its entirety and change the number sequence on the subsequent sections. Motion carried unanimously. Chuch Nichols made a motion to rescind his previous motion on Section 12.07. There was no second. Motion died, Section 12.12 stands Section 12,12 stands. Chapter 12 is tabled until an opinion is received on Section 12,07. The Chairman reported that the council has requested copies of the Charter draft before it is approved. Motion was made by Gus Gustafson and seconded by Marie Erickson to adjourn the meeting.
